Outsourcing of services for operation & maintenance of diesel engine driven Gen set and connected AMF/LT distribution panels, 11 KV indoor Substations of 35 MD ACCN including VCBs, back up protection, Battery bank system etc including operation of external electric supply network of 11 KV and connected switch controls up to main distribution boards at buildings, RMUs, transformers, back up protection, street light feeders and all other connected items of entire 35 MD Accn area located at Dolphin Hills round the clock in three shifts of 08 hours each including sundays and holidays for smooth and trouble free operation all as specified and as directed by the Engineer-in-Charge.
(i) One skilled electrician in each shift Note : (i) Bidder has to quote the following mandatory provisions related to wages and misc benefits for workmen which includes all Taxes, cess, levis as applicable including GST. (ii) In case the rates quoted are less than the prevailing rates / instructions under any heading(s), the bid will be treated as non-bonafide / invalid which shall be disqualified and such bids will not be considered for acceptance (iii) Payment for item nos. 1.00 (i) (a) to (f) will be done after submission of valid & authentic documents in support of proof of payment as mentioned in tender documents.
(a) Wage.
(b) Employer's Contribution towards Employees Provident Fund (EPF) .
(c) Employer's Contribution towards Employees State Insurance Corporation (ESIC ).
(d) Bonus in terms of "The Code on Wages-2019"
(e) Labour Welfare Cess (LWC) on Sl item no. 1.00 (i) (a) to (d) .
(f) Overhead and profit on Sl item no. 1.00 (i) (a) to (e) . [Quotations with ‘Nil’ or ‘Zero’ consideration (overhead and profit) shall be considered as “non bonafide bid”].

NOTE : The rate shall also include the following: (i) Necessary transportation for work men (ii) Additional man power required for early restoration of supply in case of emergency or as directed. (iii) The Contractor has to work in conjunction with other agencies working at Dolphin Hill to resolve the break downs without creating inconvenience to Users.
(iv) The installation will be handed over in operating state on the commencement of contract though work order. (v) Keeping daily record of DG running hrs all as specified and directed by Engr-in-Charge. (vi) Carrying out A check of DG set as per Manufacturer's manual. (vii) Replacing of distilled water/battery electrolyte and charging of batteries as and when required.
(viii) The operator shall ensure by trial run and be alert to run the DG Set within 5 minutes of supply failure. (ix) Regular checking of engine/HSD oil, battery electrolyte and radiator water level and rectifying minor defects such as Engine Air lock, tightening of loose bolts and nuts etc, which may develop during operation and relative parameters all as specified .
(x) (a) HSD oil required for running DG Set will be issued under Schedule ‘B’ free for filling which will be made available at site by Department. (b) It is the contractor’s responsibility to maintain the minimum reserve of oil in tank at any time and as directed by EIC. (c) Necessary Men power required to load the HSD oil at Store yard and to unload the HSD Oil at site shall be arranged by contractor and the rate quoted shall include for the same.
(xi) The contractor shall be responsible to communicate the concerned JE/AGE/GE regarding any type of breakdown/fault within 10 minutes of incident. (xii) The contractor shall be responsible for maintaining the complete area (i.e. inside boundary wall) such as building , lawn, garden , Bldg plinth, hard standing , footpath etc in neat and clean position. All necessary T & P for cutting / Cleaning of grass and vegetation will be arranged by the contractor without any extra cost.
(xiii) One emergency light and necessary tools should be available in the tool box with operator for smooth functioning. (xiv) The contractor shall provide protective clothing, helmet and shoes to all persons on duty. (xv) Cost of log sheets, break down register, complaint register, earthing testing register etc, and cost of T & P for maint work, minor consumable such as RYB indication lamps , PG Clamps, PVC insulation tape , screws, washers, nails, Teflon tape, Fuse wire, clips, bolts , nuts etc for day to day maintenance and repairs.
M&L for disconnecting carefully electrical connection from both HT/ LT (primary & secondary) sides of the transformer, keeping them at safe side and taking out the transformer indoor/ outdoor type of capacity from 401 KVA to 750 KVA , 11 KV/ 0.433 KV, step down any make for carrying out complete overhauling which shall comprise of the following including handling, lifting, transportation to and fro complete :-
a) opening top cover of the transformer by unscrewing nuts, bolts, washers etc. including disconnecting core assembly from HT/ LT bushing and lifting the same gently and taking out from the shell (container/ body) of the transformer.
b) M&L for draining out transformer oil from the above said transformer in the suitable capacity of container /drums and keeping it in safe custody for reuse.
c) M&L for cleaning the transformer body from inside, removing deposited dirt/ sludge/ foreign particles etc. from the bottom/ body of the transformer and drying up the shell from inside before refilling of the transformer oil.
d) M&L for cleaning and washing thoroughly core and windings of the transformer by hosing down with clean dry oil, removing deposited dirt/sludge/foreign particles from the windings/ core, thorough inspection of windings, providing insulations to leads and terminals, heating/ drying/ baking complete carefully and thoroughly inside the heating chamber at suitable temperature to obtain required value of insulation resistance etc. all as directed by Engr-in- charge.
e) Lifting and refixing core assembly inside the transformer shell gently and carefully, connecting primary/ secondary/ Neutral connections to the bushings assembly, fixing of tap change over including tightening of nuts, bolts, washers of the core to reduce humming noise all as directed.
f) Refilling the filtered transformer oil in the shell of transformer complete.
g) Refixing the top cover including replacement of cork sheet/ gasket, tightening of nuts/ bolts/ washers etc. and replacement of breather with silica gel crystal type all as directed by Engr-in charge
h) Lifting/ handling from where removed and re-installing the transformer including connecting primary/ secondary/ neutral connections etc. all as directed by Engr-in-Charge.
Note:-(i) Any damage to insulators/ bushes/ windings etc. while in the custody of the contractor shall be made good at no extra cost to Department. The serviceability of the transformer shall be checked and confirmed by the contractor before taking into his custody. (ii) M&L for rewinding/ re-insulation of HT/ LT (primary/ secondary) coils, bushes, studs, Transformer oil,cable box, replacement of buchholtz relay/ MOG if any etc will be measured and paid separately.
All as per Item No. 2 herein before but of capacity 200 KVA to 400 KVA
M&L for lifting, transporting, handling, shifting of the transformer from one work site area to other site area (MES yard / store / CSP s/s) and vice versa or shifting with in naval base area with in7.0 km range etc incl necessary tools , plants againest providing in the emergency power supply /break downs / stand by / load sharing/ restore power supply maitaining purpose etc complete all as specefied and directed by Engr-in-charge.
M&L for re-windings of HT distribution transformers of any capacity/ size/ type by strip opening of HT coils (i.e. Primary coils) from core assembly safely, unwinding the HT (i.e. Primary coils) complete, removing the old defective insulation paper, rewinding with new copper wire of same gauge and existing size together with new DPC insulation to the copper conductor, varnishing of the windings including heating/ drying/ backing complete carefully and thoroughly inside the heating chamber at suitable temperature to obtain required value of insulation resistance etc. all as directed by Engr-in- charge.
M&L for re-windings of HT distribution transformers of any capacity/ size/ type by strip opening of LT coils (i.e. Secondry coils) from core assembly safely, unwinding the LT (i.e. secondry coils) complete, removing the old defective insulation paper, rewindingwith new copper wire of same gauge and existing size together with new DPC insulation to the copper conductor, varnishing of the windings including heating/ drying/ backing complete carefully and thoroughly inside the heating chamber at suitable temperature to obtain required value of insulation resistance etc. all as directed by Engr-in- charge.
M&L for re-insulating of LT strip Winding /HT winding withstanding for suitable rated voltage of transformers with levels of any capacity/ type by insulating with copper strip /winding as per same gauge and existing size together with new insulated materials/ bracings before placing in to the transformer and assembling the coil with new insulation and fitting the coils in the chamber, testing and commissioning the transformer complete all as directed.
Supply and topping up of transformer oil with di-electric strength not less than 50 KV at 2.5 mm gap in to the conservator tank/ body tank of the transformer at various locations complete all as directed by the Engineer-in-Charge. [Make: Poweroil/ Transol/ Sabitha Chemicals]
Filtration of transformer oil of transformers/ FRMUs installed at various locations to achieve di-electric strength not less than 50 KV at 2.5mm gap as per relevant IS with portable filtration plant, testing of the oil for the di-electric strength before filtration and after filtration, including preventing the oil leakages through welding, gaskets/, nut bolts washers etc complete all as directed by the Engineer-in-Charge.
