Tender for awarding contract for a Budget Hotel at ALAPPUZHA Railway station on ROMT model.

The bidder must have an average Annual Turn Over of Rs. 2.5 Crores during the last THREE (03) Financial Years and/or the applicant shall havea minimum Net Worth equal to or greater than 50% of prescribed average annual financial turn over as on the close of the financial year immediately preceding the tender date. The bidder shall upload the Audited Balance Sheets, and Audited Profit & Loss (P&L) AccountStatements for the last three (03) financial years as evidence for fulfilling the Financial criteria. If audited accounts of all three years are notavailable, the audited documents for the available year(s) out of the immediately preceding three years shall be uploaded, and the same shallbe considered for determining eligibility.

1. The bidder must be currently operating at least one Hotel/Lodge with 25 rooms or more having a minimum rating of a Budget Hotel or a 3-Star Hotel, for a period of last 3 years or more. Bidder should be owner/operator/franchisee/lessee. The bidder shall submit the copy of license/document issues by the State Government/Central Government/PSU/Local Body and GST registration certificate as for proof of experience to fulfil the Technical Eligibility criteria. The document must be issued in the name of the bidder and must clearly establish the operation of the Lodge/Hotel by the bidder.

The bidder can be an individual or proprietorship firm or LLP or partnership firm. It may be a private limited company or a public limited company or LLP registered/incorporated under the provisions of Indian Companies Act-1956 or 2013/ a consortium of persons/firms/LLP Act of India, for which proof of registration, as applicable, should be submitted.

(a) The bidder must not have been debarred or blacklisted by Ministry of Railways/ IRCTC/ PSU/ Government Department on any account. (b) Further an affidavit is to be submitted on non-judicial stamp paper of Rs.100/- by the applicant that the owners/directors/partners of the firm/entity have not been convicted in any criminal case for the past 10 years and not debarred from participation in tenders/e-Auction by any Zonal Railways. The bidder shall submit a notarised affidavit confirming the above as well as the undertaking under para (a) above.(enclosed as in Annexure-A3)

The Railways reserve the right to verify the uploaded audited Balance Sheet and P&L Statements at any stage, either after acceptance of bid, or during the currency of the contract.

If at any stage it is found that the information regarding financial eligibility is false or misleading, or the documents submitted are false, forged, or invalid, then the allotment of the lot shall be cancelled, or if the contract has already been awarded, the same shall be terminated forfeiting the EMD/Security Deposit without any further notice.

The bidder must be a regular Income Tax / GST payer, as applicable under prevailing laws.
