Comprehensive Annual Maintenance Contract for Air Conditioners installed at Railway stations, Relay rooms, Rest houses and Offices in the Ernakulam-Shoranur section in Thiruvananthapuram Division of Southern Railway for a period of three years.

Turnover: The bidder should have an aggregate financial turnover not less than 1.5 times the advertised Bid value during the last three previous financial years and in the current financial year up to the date of opening of the tender. The audited balance sheet reflecting financial turnover certified by chartered accountant with his/her stamp, signature and membership number shall be considered. Balance sheets that are not audited shall not be accepted

Liquidity: The bidder should have access to or have available liquid assets, lines of credit and other financial means to meet cash flow that is valued at 5% of the estimated bid value net of applicant's commitments for other contracts. The audited balance sheet and/or banking reference certified by chartered accountant with his/her stamp, signature and membership number shall be submitted by the bidder along with bid. Liabilities on work on hand (Certified by Chartered Accountant, if available), should be uploaded to calculate net liquidity. If there are no works on hand, this should be specifically declared by a signed statement. Banking reference should contain in clear terms the amount t h a t bank will be in a position to lend for this work to the applicant/member of the Joint Venture/Consortium. In case the Net Current Assets (as seen from the Balance Sheets) are negative, only the Banking references will be considered. Otherwise, the aggregate of the Net Current Assets and submitted Banking references will be considered for working out the Liquidity. The banking reference should be from a Scheduled Bank in India, and it should not be more than 3months old as on date of submission of bids.

Work Experience : The bidder should have satisfactorily completed in the last three previous financial years and the current financial year up to the date of opening of the tender, one similar single service contract for minimum 35% of advertised value of the bid. The Work experience certificate from private individual shall not be accepted. Certificate from public listed company /private company/Trusts having annual turnover of Rs. 500 crores and above, subject to the same being issued from their head office by a person of the company duly enclosing his authorization by the management for issuing such credentials. The bidder shall submit details of work executed by them along with bid for the service contracts to be considered for qualification of work experience and technical criteria clearly indicating the nature/scope of contract, actual completion cost and actual date of completion for such contract. This has to be supported with work completion/ progress certificates. It is requested that completion documents of non-similar works may NOT be uploaded.

Definition of Single similar work : "Maintenance of Window/Split/Package Type Air-Conditioning plants/watercoolers in Central/State Government or their PSUs"

For Electrical works, the contractor should have a valid Electrical contractor license from the concerned statutory authority of any state of India. The Electrical license should be in the name of the firm's or in the name of any authorized person of the tenderers firm. It must be ensured that the validity of Electrical license should be valid during the entire contract period duly renewing at appropriate time for extending validity. If the tenderer hired the Electrical license, authorization of the same should be submitted.

The bidders shall be required to submit an undertaking certifying the truthfulness of all thedocuments submitted or uploaded along with the tender. This shall be mandatory for allbidders. All the tenderers/Contractors have to deposit full earnest money and tender document cost as stipulated for the tender, through online modes as permitted in IREPS application through multiple banks net banking, debit and credit cards . All documents related to Partnership deed/Joint venture/ Consortium/ MOU, duly signed by the notary public, should be uploaded failing which offer will be summarily rejected.

I/We also hereby agree to abide by the Indian Railways Standard General Conditions Of Contract, with all correction slips up-to- date and to carry out the work according to the Special Conditions of Contract and Specifications of materials and works as laid down by Railway in the annexed Special Conditions of contract , General Instructions and conditions , explanatory notes of schedule of work and Annexures.

I/We hereby Confirm that the rates, rebates and/or other financial terms, if any, quoted by us in the relevant fields of the Financial Bid page will only be the ruling terms for deciding the inter-se ranking, and any such condition having financial repercussions, if quoted by us anywhere else including attached documents shall not be considered for deciding inter-se ranking

However, Railways shall have the right to incorporate any such condition quoted by us, in the contract, at their discretion, if contract is placed on us.

Manual submission of EMD and cost of tender form cannot be entertained/Considered and hence no need of uploading the scanned copy of financial instruments

Whether GST registration available or not?

The contractor has to submit the EPF Code as per the EPFO Act and also has to submit a statement in this regard before signing the contract agreement.

The bidder has to fill in his quoted rate against each item in the Bid rate / Unit rate column. The bidding rate is Rs./ unit, the bidder has to quote his rate for the individual item only

Subsequent to the enforcement of GST Act, the modifications to Para-(a),clause 6, part I of Indian Railways Standard General condition of contract, July 2014 vide Railway Board letter No: 2017/CE/CT/4/GST(a) of 23/6/2017 is as detailed below: Clause No.6 - Care in submission of Tenders: (a)(i) Before submitting a tender, the tenderer will be deemed to have satisfied himself by actual inspection of the site and locality of the works, that all conditions liable to be encountered during the execution of the works are taken into account and that the rates he enters in the tender forms are adequate and all inclusive to accord with the provisions in Clause-37 of the Standard General Conditions of Contract for the completion of works to the entire satisfaction of the Engineer. (ii) Tenderers will examine the various provisions of The Central Goods and Services Tax Act, 2017 (CGST)/ Integrated Goods and Services Tax Act, 2017 (IGST)/Union Territory Goods and Services Tax Act, 2017 (UTGST)/respective state's State Goods and Services Tax Act (SGST) also, as notified by Central/State Govt & as amended from time to time and applicable taxes before bidding. Tenderers will ensure that full benefit of Input Tax Credit (ITC) likely to be availed by them is duly considered while quoting rates. iii) The successful tenderer who is liable to be registered under CGST/IGST/UTGST/SGST Act shall submit GSTIN along with other details required under CGST/IGST/UTGST/SGST Act to Railway immediately after the award of contract, without which no payment shall be release to the contractor. The contractor shall be responsible for deposition of applicable to the concerned authority. iv) In case the successful tenderer not able to be registered under CGST/IGST/UTGST/SGST Act, the railway shall deduct the applicable GST from his/their bills under reverse charge mechanism (RCM) and deposit the same to the concerned authority. The contractor is liable to pay the taxes as stipulated in the GST Act and Rules and also should furnish the details of GST to deduct from the contractor's bill.
