Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document certifying his/her status as Scheduled Caste/ Scheduled Tribe/other reserved category as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

If the percentage quoted by contractor for the work is below Ninety percent (90%) of the amount put to tender (updated cost as per CSR) then the successful contractor shall furnish an additional performance security in the form of bank guarantee for an amount equivalent to the difference between the cost as per quoted percentage and Ninety percent (90%) of the amount put to tender (updated cost as per CSR) before executing the agreement. In case of contractor quoting the percentage above One Hundred and ten percent (125%) of the amount put to tender (updated cost as per CSR) then the amount over and above One Hundred and Ten percent (125%) of the amount put to tender (updated cost as per CSR) will be withheld during the progress of work. The additional performance security furnished in the former case/withheld amount in the later case will be released only after the entire work entrusted is fully completed and so certified by the Executive Engineer.

The necessary certificates / documents in support of eligibility criteria fulfilled as stipulated shall be scanned and attached to e-tender document. The Original certificates/documents shall be produced on or before stipulated date and time for verification. Scanned signature of the bidder/authorized representative of the bidder shall be attached while uploading bid document

If any of the dates mentioned above happen to be a general holiday, the next working day holds good.

Conditional tenders are liable to be rejected. The officer competent to accept the tender shall have the right to reject any or all the tenders without assigning any reason whatsoever.

Corrigendum will be published in web site for all modifications/corrections if any.

The intending bidders should note that, if any of lands either in part/parts or whole required for the work is not acquired by the Nigam, it shall be the responsibility of the bidder to take possession of such land and start the work by the consent of the land owners before commencement of work at no extra cost to the Nigam and no claim whatsoever relating to non availability of land would be entertained.

Maintenance period or the defect liability period for this work is 12 months from the date of completion of work.

As per the Karnataka building and other construction workers welfare cess act 1996, 1% of the bill amount will be deducted from the bills.

Tendering by the joint venture will not be allowed.

The contractor should furnish the name of the individual /firm with address and Telephone numbers with place of registration, year of incorporation etc.

Royalty on construction materials and other taxes will be deducted as per prevailing Government orders.

No quarries are approved by KNNL for materials. The quarries considered are for the estimate purpose only. The intending bidders shall visit the site, identify the quarries, ascertain availability for the quantity and quality of the materials required for the work and shall quote his rates accordingly. No extra claim whatsoever will be entertained in this regard.

On account of restrictions on sand mining and scarcity of availability of sand, as an alternative the use of manufactured sand (M-sand) may be allowed during the execution of work at no cost/implication with the written approval from the competent authority.

The rates includes all leads and lifts and work shall be carried out as per the instruction of Engineer-in-charge .All specifications are as per relevant IS codes in vogue and Indian Road Congress. The rates for the specification in the Schedule B includes all lead and lifts irrespective of the distance and height, no extra claim will be entertained for additional lead and lifts

If Nigam wishes to engage third party inspecting agency for the said work, apart from the Quality control authorities and field tests of Nigam, the contractor should co-operate with the third party and quality control authorities.

The validity period of EMD shall be for a minimum period of 180 days from the date of opening of the tenders.

The contractor should have capacity of deploying centralized batching plant along with the transit mixture during execution of concrete works for structures.

EMD of the unsuccessful bidders will be refunded only after the acceptance of tenders by the competent authority (clause 21 of the Formal Tender Notice).

EMD amount and Amount put to tender will be as mentioned in the e-portal.

The Earnest Money Deposit. (E-cash). The Earnest Money Deposit of Lowest bidder will be transferred to CAO, KNNL, and Account Dharwad and will be converted into security deposit and same will be refunded after maintenance period of the work.

Land Acquisition if any of the lands (either in part/parts or in whole) required for the work is not acquired by the department it shall be the responsibility of the contractor to take possession of such land and start the work by the consent of the owners before commencement of work at no extra cost to the department and no claims what so ever relating to non- availability of land would be entertained

The successful bidder shall provide security deposit the form of including e bank guarantee insurance surety bonds issued by insurance regulatory and authorized of India, shall be inserted as per government order circular financial department 944 exp 12 2024 dated 03.04.2025 the EMD will be return after agreement The Security Deposit will be returned after maintenance period of the work.

As per updated circular of the senior Geologist, Department of Mines and Geology, Bengaluru, it is mandatory for contractors obtain mineral material required for the work from the authorized agency /contractors having Mineral Dispath permit (MDP) issued by Mines and Geology Department.
