Manning for operation and maintenace of central sewage treatment plant at Nausena Baugh, Sewage pump house at SHO and at MES Key pers qtrs in 02 shifts of 08 hours each including Sundays & holidays for smooth and trouble free operation, complete all as specified and directed by Engineer-in-charge. The operator is also responsible to run SHO Sewage pump house daily as per regular sheduled time.

Equipment and plant Details: (i) Raw sewage pump house with 12.5HP/ 20 HP capacity submersible sludge pump sets - 4 Nos. (ii) Aerator tank comprising of 10 HP motor coupled with areator gear box, shaft and areator blades - 4 Set (iii) Clarifier tank comprising of 0.75 HP motor coupled with chained gear box, clarifier baldes etc - 1 Set (iv) Sludge disposal pump house comprising of 12.5 HP submersible pump set - 1 No (v) DG set 100 KVA - 01 No (vi) Sludge drying bed - 1 No (vii) LT panel boards inside of all building including starters, main switches etc., (Viii) clear water pumps 12.5 HP - 2 Nos

Note: for item No.1 to 4 :- (a) The Contractor shall be fully responsible for the custody of all equipments, plants and other connected items inside the STP/ Pump Houses. (b) The contractor shall be responsible for the cleaning inside/ outside of all buildings/installations. (c) Minor repairs/ spares required for the operation of the plants like, nut & bolts, washers, M-seal, insulation tapes, emery papers etc. shall be supplied by the contractor and the cost of the same shall be deemed to be included in the unit rate quoted.

(d) Unauthorized person should not be allowed to enter/ stay inside the STP/ pump house areas. (e) Before commencement of work the contractor shall submit the list of manpower to be employed as per requiste qualifications specified in particular specification for approval of GE duly recomended by Engineer-in- charge.

Note 2 for SL item No. 1 to 4:- 1. Contractor shall quote wages, employers contribution towards EPF liability, contribution towards ESIC, contribution towards bonus, LWC and overhead & profit separately as applicable as per instruction in vogue in respective sub items. 2. The rate quoted for items of outsourcing / Manning shall not be less than minimum wages as notified by Government of India/concerned state Government/Local Body, whichever is higher and also not less than applicable rates for contribution of employer towards EPF, contribution to ESIC, contribution of Bonus and LWC under respective heading / sub-items. In case any quoted rate against the above items / subitems mentioned above which correspond works out to lower than the prevailing minimum rate of wages / subscription / contribution towards EPF / ESIC/ Bonus / LWC the bid will be treated as non bonafide / invalid, shall be disqualified ......

...... and such bids will not be considered for acceptance. In such case, the lowest bidder shall be determined from amongst the valid / bonafide bids only and no claim on this account is entertained. The prevailing rate / wages / contribution shall be as applicable on the bid submission end date. 3. (a) The contractor shall submit the ID Proof, Bank Account No, EPF account number and ESIC account number of Operator / Person Employed. (b) The payment shall not be less than minimum labour wages and payment of labour / employee shall be made through Online Banking like NEFT/ RTGS etc,.

(c) The quoted rate in sub items of wages, EPF, ESIC and Bonus will be released only after producing authenticated Documentary proof of payment as per prevailing rates deposited in the concerned employees account duly signed by contractor and shall be submitted along with RAR / final Bill for payments. 4. Quotations with 'Nil' or "Zero" consideration (overhead and profit) will be considered non bonafide. 5. Any variation in minimum wages, liability of EPF / ESIC / Bonus / LWC / GST shall be adjusted for reimbursement/ Recovery as under:- (i) Variation in minimum wages including other related statutory provisions shall be adjusted in tems of condition 63 of GCC (IAFW-2249). (ii) Variation in percentage/ rate of GST and LWC shall be adjusted as per special conditions here in after which deals with "Reimbursement / Refund on Variation in Taxes Directly Related to Contract Value.

(iii) Rates shall be quoted only upto two digits after decimal. If any rate quoted/ derived by the contractor works out to more than two digits after decimal, then the same shall be rounded off upto two digits after decimal. The rounding off shall be done in accordance with rules for rounding off of Numerical Values in accordance with IS: 02 pf 1960 (Revised 2016) of BIS. 6. The contractor will be required to submit copy of valid labour licence from the labour Commissioner within 15 days of commencement of the work. If the contractor fails to submit the same within this stipulated period the contract shall be liable to be cancelled and the performance Security of the firm shall be forfeited accordingly.

7. (a) In case of requirement, tradesmen provided for one area may be utilised in other areas at the discretion of the department without any extra cost to department as directed by Engineer-in-Charge. (b) Tools & plants shall be provided by contractor. (c) Temporary laying of LTUG cable of any size and any lenth for restoration of supply during break down / other requirement deemed to be included in the above quoted rate. (d) Complaint register and Complaint slip books as per site requirement shall be provided by the contractor and cost of the same is deemed to be included in the quoted rate. (e) All workers employed by the contractor shall be in proper uniform with name plate and other safety wearing items , shoes during the duty as per the electricity rules, which deemed to included in quoted rate.

(f) Departmental equipments of each installation,shall be under safe custody . In case of theft of any item from installation recovery shall be made from the contractor as per direction of Engr-in-charge. (g) Group insurance for the operators shall be made by the contractor. Documents shall be submitted to the department. (h) Rate quoted shall be deemed to include for leave/reserve of staff.

SCHEDULE "A' PART - II

Labour only for cleaning/taking out of silt from sewage sumps, clarifier tank, aerator tank, sludge pumps and sludge bed and getting out and depositing out side the Naval Base area complete all as specified and directed by Engineer-in-charge. Note: Dried sludge/silt shall only be measured and paid. The item rate is inclusive of dewatering the water with suitable pump laid over the sludge.

Material and labour for choke clearing of submersible pump at sewage pump house/ STP including dewatering the sewage sump to bottom level by using diesel driven mobile pump set type/ submersible type, lifting submersible pump with delivery main from bracket at bottom of sewage sump of depth 3 mtr to 5 mtr by using pully & chain block up to floor level, removing all debris from pump casing, removing defective 'D' clamps etc. inspecting impeller, bearing, by passing under current relay, testing the pump, lowering the pump with delivery main through guide wire rope by chain block, setting the pump to bottom bracket, testing the pump complete all as directed.

Note :- (a) The Job to be completed with in 02 hours from choking of pump. (b) The quoted rate is deemed to be include the Tool & Plants required for lifting, inspection, lowering etc., . (c) All safety measures including lighting, safety shoes, safety glows to be provided by contractor.

M&L for lifting of unserviceable submersible motor / pump from sewage well / raw sump etc., of capacity 12.5 HP of any make (Non Clog type) and rewinding of electric motor with same gauge of super enamelled copper wire including varnishing, baking, drying till to get required megger value, replacement of terminal blocks, bearings on both drive end & non-drive end, re-assembling, testing, commissioning and re-erecting the same back in sump safely complete all as directed by Engineer-in-charge.

All as per SI item No.7 above but clarifier motor of capacity 0.75 HP capacity

M/L for pressure testing of existing 150 mm DI/MS fire main system , identifying leakages for rectifications including replacement of gland packing of sluice valves, rubber insertion packing, nut ,bolts etc., of flanged joints/ defective flanges etc., complete for making the system leak proof complete complete all as specified and directed by Engr-in- Charge.
