Sl. No. PRE-QUALIFYING REQUIREMENTS & OTHER DETAILS FOR BIDDER DOCUMENT / DETAILS FURNISHED BY BIDDER
1 Tender Cost in (Rs. 295.00) in shape of DD (NON REFUNDABLE) shall be in favour of “Executive Engineer, Electricity Distribution Division, Jaspur payable at Jaspur. (Hard copy of the same must be submitted)
2 Earnest money (Rs 10,500.00) in shape of FDR/TDR/CDR should be valid for 180 days from the date of publication of tender pledged in favour of “Executive Engineer, Electricity Distribution Division, Jaspur” (Hard copy of the same must be submitted)
3 Bidder must submit 'Tender Validity Form' regarding validity of offer for 180 days from the date of opening of tender on 100/- Stamp paper alongwith duly notarized. (Hard copy of the same must be submitted)
4 The bidder must have valid " A " class license for Electrical Works for the year 2025-26 issued by Uttarakhand State authority. else The bidder have submit previse " A " class license with renewal fees receipts/challan for renewal of "A" class license. (Hard copy of the same must be submitted)
5 The tenderer should be registered with G.S.T, Income Tax, E.P.F. department & E.S.I. department for which necessary documents should be furnished with bid.
5.1 GST Registration (Hard copy of the same must be submitted)
INCOME TAX PAN No (Hard copy of the same must be submitted)
EPF Resgistration (Hard copy of the same must be submitted)
ESIC Resgistration (Hard copy of the same must be submitted)
6 Work Experience:- The Bidder must have been successfully Completed the Electrical work (as per BOQ) under any Govt. departments/Govt. under taking/ SEB’s/Power Sector Utilities having financial value at least 100%of this tender value/amount from the date opening of this tender. And JV Allowed.(Hard copy of the same must be submitted)
7 (a) The Contractor shall also submit details of E.P.F/E.S.I.C/Insurance of Labour/Person engaged by him for latest months as per agreement shown by him as experience.
(b) If any contract regarding same work is being running/Completed recently in UPCL, whichever is latest, the proof of depositing E.P.F/E.S.I.C/Insurance will be submitted by the bidder.
8 For the purpose of this particular bid, bidder shall meet the following minimum criteria
8.1 Yearly Turnover of the bidder for preceding three financial years & minimum average should not be less than 100 % of tendering Cost. If company registered in MSME the turnover will be waiver as per Govt. MSME rule.

9 Bidder must submit the Power of attorney (If any) in respect of tender signature on Rs 100/- non judicial stamp paper duly notarized by notary (Hard copy of the same must be submitted)
10 An undertaking on Rs 100/ non judicial stamp paper duly notarized by notary that the bidder has not been blacklisted / debarred by any Govt. undertaking / Govt. departments / SEB‟s / Power Sector Utilities. In case same is found then their tender/Order shall be treated as cancelled at any stage and EMD/Performance security shall be forfeited. (Hard copy of the same must be submitted)
11 An undertaking on Rs 100/ non judicial stamp paper duly notarized by notary by bidder that all the information provided by the firm in the bid document are ture and correc. In case any forged ar false document is found at any stage, then the Tender/order of the bidder sall be treated as cancelled and necessary action shall be taken against bidder, which may including forfeiting the EMD/Security cum performance guarantee, debarring/blacklisting for further participation in future tenders of UPCL, based on the merits/demerits of the case. (Hard copy of the same must be submitted)
12 Following documents is also to be submitted along with tender documents.
a Complete Name of Bidder
b Complete Address of bidder with address proof
c Registered office address of the bidder with address proof
d Copy of GSTIN of bidder, details of Principal Place of Business declare along with additional place of business declared by the Bidder.
e List of Director/ Partners with their PAN & DIN (if any) or ID & address proof of proprietor
f Authorisation of the person for signing the documents and his ID & address proof.
g Deviation, if any.
13 Bidder E Tender IP Address must be required
