OUTSOURCING OF SERVICES FOR MAINTENANCE AND OPERATION AND REPAIRS / REPLACEMENT OF HT/LT ELECTRICAL SUPPLY INSTALLATION AND WATER SUPPLY INSTALLATION AT NAVAL AIR ENCLAVE UNDER GE (I) NAVY PORBANDAR

Maintenance and operation of Main receiving sub station of 11 KV HT with one skilled operator (Electrician) per shift for Main receiving sub station of 11 KV HT and LT network system installed in Main Electrical receving station (MET observatory, 310 Hanger, AED/ALD complex, Logestic complex and 343 NAE, AGCS pad) proper maintenance of Transformers, HT / LT UG cables, DG Sets, AMF Panel, APFC Panel, HT pole structures, GODs, MCCB's including repairs / relaying of LT / HT UG Cables with excavation work, fixing of MCCB / MCBs, etc by deploying skilled plant operator in three shift of 08 hours each round the clock (06:00 to 14:00, 14:00 to 22:00, 22:00 to 06:00) including sunday & holiday complete all as specified and directed by Engr-in-charge.

Maintenance and operation of Main Pump Houses with one skilled operator (FGM) per shift for Pump House & DG set at 343 NAE, 310 Hangar (Fire Pump), MET Office and punping of water from U/G sump, operating of distribution valves for two times per day to distribute water for 343 NAE (including DSC living and office area), 310 Hangar, AED/ALD complex, MET Observatory, MI Room, Logestic complex and 03 Nos Diesel Engine Generating sets of capacity 160 KVA, 160 KVA and 50 KVA by deploying skilled plant operator in three shift of 08 hours each round the clock (06:00 to 14:00, 14:00 to 22:00, 22:00 to 06:00) including sunday & holiday complete all as specified and directed by Engr-in-charge.

Note for Electrical/Water supply installation (i) Operator must be skilled and having minimum ITI Electrification qualification/ experience certificate in handling and maintaining of HT& LT Installation/ Pump house. (ii) Operator must have knowledge to maintain the breakdown/ shutdown register, G-7 card for HT metering as per proforma for each shift and each installation wise. (iii) Rate quoted shall deemed to be inclusive for minor Repair such as replacement of HT/LT fuses, tighting of Electric connection, replacement of washers to pump set, replacement of Gate valves/sluice valves etc as directed by Engr-in-Charge. (iv) Operator will be note the capacity and qty of water bowsers in the log book as directed by Engr-in-Charge/JE concerned. (v) Operator will ensure all day to day maintaenace requiered for pump set/DG sets. (vi) Operator will start the DG sets as and when GEB Supply goes off. (vii) Operator will fill up the Daily log sheet for HT Connection, Pump set and DG set. (viii) Operator will be responsible for cleaning / upkeep the installation / plant / equipments.

(ix) Uniform (pant, shirt, name plate & shoe) should be provided to operator by the contractor. The Opertor should be in proper uniform during the shift otherwise Rs 20/- per shift will be recovered for not providing uniform to the operator. (x) Necessary tools & Plants nad safety equipments for FGM to upkeep the plants/ equipments will be provided by the contractor. (xi) Operator should be present at all times as per shift and if found absent from any time of shift will be penalised @ Rs 200 per shift. (xii) Operator shoulld be detailed alongwith a helper when required without any extra cost. (xiii) All tools and equipments required for smooth functioning of the Electrical installation, Pump house, DG Set and AC plant will be arranged by the contractor and kept in respective store rooms at all time. (xiv) Diesel DHPP required for the DG sets will be issued under Sch ‘B’ free for filling only. Contractor shall arrange transport and labour for loading and unloading of Diesel from AGE E/M POL Store to DG set site with out at any extra cost.

Disconnecting and dismantling the existing indoor type, 11 KV horizontal draw out type VCB trolly of rupturing capacity 250/350 MVA, 400/630/800/1000 Amps from location and repair /overhauling and carrying out with the following and all as specified and directed by Engineer-in-Charge. (Note: spare parts will be measured & paid seperately.) (i) Inspecting / overhauling of manual / motorised spring drive mechanism by checking mechanism, motor and gear assembly, big gear assembly, stop bolt assembly, main shaft interlocking assembly, closing spring assembly, small cam with screw, motor cut -off limit switch, butter fly swich assembly and apply multi grease lubricant to function smoothly. (ii) Inspecting / overhauling of OLTLF assembly,earthfault release assembly, tripping coil, auxilary switch and checking of electrical wiring system. (iii) Inspecting / overhauling /cleaning and inspecting through insulators, vacuum interupters by carbon cleaner solution and apply dry graphite conductive sealant for electrical contacts to avoid carbon deposits on contact surfaces. (iv) Assembling all items/components parts to the respective postion & testing the breaker with High Voltage(DC) and meggering before and after high voltage test complete.

Testing of dielectric strength of transformer oil of indoor type transformer, 11KV/433 volt, filteration of transformer oil by passing through filtration plant to remove moisture, impurities and improving di-electic strength to above 40 KV for 1 minute including new transformer oil for toping up & testing after filtration complete as specified. (Note: Transformer oil will be measured & paid seperately.)

Supply and toping of transformer oil with 50KV di-electric strength complete all as specified. Make: Power /Asian/Savita/Electric.

Supply and fixing in repair of breather with 500 Grams silica gel of indoor type transformer 100KVA/200/400 KVA, all as specified and directed by Engineer-in-Charge.

Painting of Transformer, 100/200/400 KVA capacity 11KV/433V , Outdoor type, with one coat of synthetic enamel paint over a coat of red oxide primer after cleaning, scraping, and filling of cavities for out side surface of transformer complete all as specified and as directed by Engineer-in-Charge. (outer overall dimensions will be measured and multiplied by 1.3 for projections and fins.

S&F in repairs indicating lamp holder with bulb LED(Red Yellow,Blue,Green) type to indicate incoming supply suitable for 24 V DC/110 VAC/230Volts AC and all as specified and directed. Make:Teknic/ C&S /L&T

Material and labour for fault finding on LT cables of any size and any length with fault detective machine by thumbing method and suitable high voltage and all as and directed by Engineer-in-charge.

Supply and fix cable jointing STRAIGHT THROUGH JOINT for 1100V grade cable for straight through joint complete with Jointing material (Heat shrinkable)and accessories suitable for 3.5 core XLPE armoured, alluminum conductor cable of size 70 to 185 sq mm and all as directed by Engineer-In-Charge.

Supply and fix cable jointing STRAIGHT THROUGH JOINT for 1100V grade cable for straight through joint complete with Jointing material (Heat shrinkable)and accessories suitable for 3.5 core XLPE armoured, alluminum conductor cable of size 240 to 400 sq mm and all as directed by Engineer-In-Charge.

Material and labour for draining out transfomrer oil from transformer tank and dismantling top cover along with conservator and 3No of HT bushings,4nos of LT bushings, 1no of earth bushing,HV winding connection from bushing stud and LV winding from bushings after care fully. dismsantling the core connections of 100 to 400KVA transformer, 11KV/433 Volts from tank and taking out core along with winding from tank carfully and dismantling off load tap changer and other winding connections from top of the core carefully and rewinding / replacement overalling as per manufacture instructions assumbling and testing all as per specified and directed by Engineer-in-Charge.

Material and labour for cleaning oil tank of transformer 100 to 400KVA, 11KV/415Volts and removing sludges from tank, manufacturers specifications and standard practice and all as directed. (Note: Transformer Oil will be measured and paid seperately).

Disconnecting the electric connection from motor terminal box including insulating the ends of the cable, taking out te pump set from base after opening nuts/bolts, transporting from site to workshop, dismantling pump, removing worn out impeller, ball bearing, gaskets, assembling the pump with replacement of pulley key, gland packing rope, greasing, transporting back to site and fixing on the existing foundation, connecting the electric connection of motor and testing complete to entire satisfaction of Engr-in-charge for the following capacity. (Note :- Major spare parts shall be measured and paid separately, minor spares deemed to in rate quoted, spares like pump shaft, impeller and bearing only will be measured and paid separately under relevant items.

a) Centrifugal pump set of capacity 80 HP (any make)

b) Centrifugal pump set of capacity 12 HP (any make)

c) Centrifugal pump set of capacity 03 HP (any make)

Supply only Bearing for Motor capacity 12/15 hp complete all as specified and directed by Engr-in-charge. Make : SKF/NBC/TATA Note : - Labour charnges are included in item No. 16 above.

Material and labour for rewinding the electric motor of capacity 2 HP to 3 HP capacity, disconnecting the electric connection of motors, earth connections, decoupling motor and pump, removing foundation nuts/bolts and removing the motors from its existing position to workshop (Note : following work are to be deemed in rate quoted). (a) Removing the split case/body cover of motor, separate stator/rotor and cutting the complete burnt/defective copper winding. (b) Cleaning the stator body complete by rubbing sand paper remove all carbons. (c) Insert insulating materials such as insulating paper sleeves. (d) Rewinding the stator with existing size of super enameled copper winding, varnishing and heating up at desired temp. For achieve the particular Ohm resistance. (e) Clean the rotor and assembling in motor. (f) Connection/coupling the motor with pump, connect all electric/earth connection foundation nuts/bolts at its original position and testing on load complete all as specified and directed.

All as per item No. 21 above but 5.0 hp Submersible Pump.

Dismantling and taking down old u/s DOL starter of any make and Supply and fix DOL starter suitable for 3 hp to 5 HP motor type MK-1 complete with sheet-steel enclosure, Make : L & T

Taking down old GI tubing 80/50/40/25 mm bore medium grade from trenches/wall/floor etc including making good the disturbed surfaces complete all as specified and directed by Engineer-in-Charge

Supply and fix GI tubes medium grade of 80 mm dia complete with all fittings (like; union, tee, bend, elbow, reducer, socket) tobe fixed on wall and ceilings or laid in floors/trenches complete of following bore of pipes:-

Supply and mixing Calciaum hypo chloride (Min 70% Chlorine) high strength calcium based granular disinfectant for chlorination of water complete all as specified and directed by Engineer-in-Charge in manufacturer's packing.

S&F water meter in reapair flanged duly tested and commissiong of size 80 mm dia including cutting of existing pipe line with all fitting and fixing of water meter all as specified and directed. Make-Dashmas,Kranti.

Material and labour for cleaning of underground sump by bailing out the remaining water after pumping by arranging re-watering pumps or by manual and wash the walls & bottom surface by high pressure spray of approximating 195 PSI with rotary water jet pumps and removing the sludge and foreign matters complete by and socking out the fixing with high pressure wet vacuum pumps scrubbing the wall and cleaning the entire sump including disinfectioning the tanks with spray of chemical approach by concerned authorities complete all as directed by the Engineer-in-Charge of following capacity:-

(a) 50,000 gallons capacity

(b) 5,000 gallons capacity

Servicing of Submersible pump set 3 phase 3/5 HP alongwith dismantaling of GI pipe from UG Sump and refixing the same insalled at UAV pump house at Naval Air enclave by replacing the wornout winding and rewinding with same size gauge, super enameled copper wire, warnishing, greasing, bearing, nuts, bolts and gland packing, greasing and testing the pump set complete all as directed by Eng-in-charge.

M & L for Excavation in trenches n.exc 1.5 mtr wide and n.exc 1.5 mtr in depth getting out for the pole foundation/cable all as directed in Hard/dense soil complete all as specified and directed.

M & L for Returning filling in including spreading, levelling, watering and well ramming in layers not exc. 25 cm in thick all as specified and directed.

M & L for Removing excavated material to a distance not exc 50 mtr and depositing where directed at a level n exc 1.5 m above the starting point complete all as specified by the Engineer-in-charge.

M & L for dismantling air break gang operated switches vertical/horizontal mounted including insulators and operating mechanism for repair/ replacement of broken/worn out components such as insulators, nut/bolts GI pipe complete with oiling,greesing of operating mechanism etc all as specified and directed by Engr-in-charge.

M & L for Low voltage testing of 11KV/433V 100 KVA distribution Transformer ie open circuit test short circuit test, magnetizing current, Magnetic balance & IR Value test complete all as specified and directed by Engr-in-charge.

M & L for cable jointing kit for 11 KV (earthed) grade cable for outdoor termination heat shrink type joint complete with jointing material and accessories suitable for 3 core XLPE armoured aluminium conductor of cable size 95 sqmm complete all as specified.

Supply, laying and Fix LT Cable laid in trenches, passing through pipes and fixed on wall/floor/ceiling with proper saddles , including testing of XLPE Insulated screened PVC bedded, galvanized steel strip or wire armored, electric power cables (heavy duty) 1100 Volts grade with stranded aluminium conductor of following size 10 sq mm 4 core. Note : 1. The cost of Al thimbles/lugs and cable gland etc is incl in quoted rate and no extra payment will be made for it. 2. The excavation, earth work, sand cushioning and brick protection etc will be measured and paid separately under respective items.
