SCoR Construction organization - Nadikudi - Srikalahasti New BG Line Project - Proposed Construction of left over works of Important Bridge No.357 at Ch.252961.46m across river PENNA with substructure for double line on Double 'D' well foundations and super structure for single line with 25x45.7m Open web steel girder (RDSO 17181/1 to 17181/19) between Atmakur and Obulayapalle stations in Andhra Pradesh.

The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less; where V= Advertised value of the tender in crores of Rupees, N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of "total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/ audited, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-B of Chapter-7 along with copies of Audited Balance Sheets duly certified by the Chartered Accountant/ Certificate from Chartered Accountant duly supported by Audited Balance Sheet, otherwise the offer is liable for rejection.

If JV firms are allowed to participate, Financial eligibility of the JV Firm shall be adjudged based on satisfactory fulfillment of the Para No.17.15.2 of Part-I of IRSGCC-2022 [including upto ACS no.12]

NOTE: If the tender is not accompanied by the certificate(s) in support of financial eligibility as above, the tender shall be rejected. No post- tendercorrespondence will be entertained.

All Optional documents to be submitted before signing of Contract Agreement/or at the time of submission of Bid.

Certificate as per the proforma enclosed vide Annexure-A and an additional certificate in case of other than Company/Proprietary firm, Annexure-A-1 shall also be submitted by the each member of a Partnership Firm/ Joint Venture (JV)/ Hindu Undivided Family (HUF)/ Limited Liability Partnership (LLP) etc. as the case may be as per Annexure-A1 vide Chapter-7 of the Annexed Document.

Power of attorney duly notarized and in in favour of a single individual should be submitted. As per Para 14,15, 17 & 18 of SGCC.

Details of works completed/substantially completed during previous 07 years ending last day of month previous to the one in which tender has been invited as per the format vide Annexure-F, Chapter-7 of the Annexed Document.

All documents reflected as Mandatory in the Commercial Compliance are to be submitted other wise the offer is liable to be rejected.

The Bid Security shall be deposited either in cash through e- payment gateway or submitted as Bank Guarantee bond from a scheduled commercial bank of India. The Bank Guarantee bond shall be as per Annexure- VIA and shall be valid for a period of 90 days beyond the bid validity period. Tenderers may refer Para 5 of IRSGCC -2022 -Part-I (including up to ACS no.12) for other details in regard to payment of bid security. The original Bank Guarantee should be delivered in person to Dy.CE/C-III/GNT office, 2nd Floor, Beside Guntur Railway station, 1st lane, Arundelpet, South Coast Railway, Guntur-522001. Note: As per ACS no.5 issued by Railway Board vide letter No.2022/CE- I/CT/GCC-2022/Policy dt.20.10.2023, "The original Bank Guarantee should be delivered in person to the official nominated as indicated in the tender document before closing date for submission of bids (i.e., excluding the last date of submission of bids (Authority: PCE/SC's lr.no.W.496/Policy/Vol.IX, dt:31.05.2024).

In case of Sole Proprietorship Firm, the documents to beattached with the tender are: (i)An undertaking that he is notblacklisted or debarred by Railways or any other Ministry /Department of Govt. of India from participation in tender on thedate of opening of bids, either in individual capacity or as amember of the partnership firm or JV in which he was / is apartner/member. Concealment / wrong information in regard toabove shall make the contract liable for determination underClause 62 of the General Conditions of Contract.(ii) Alldocuments in terms of Para 10 of the Tender Form (SecondSheet) of IRSGCC 2022(Including upto ACS no.12)

In case, the tenderer is bidding on behalf of HUF the documentsto be attached with the tender are : (i) A copy of notarizedaffidavit on Stamp Paper declaring that he who is submitting thetender on behalf of HUF is in the position of 'Karta' of HinduUndivided Family (HUF) and he has the authority, power andconsent given by other members to act on behalf of HUF. (ii)Anundertaking that the HUF is not blacklisted or debarred byRailways or any other Ministry/Department of Govt. of India fromparticipation in tender on the date of opening of bids, either inindividual capacity or as member of JV in which the HUF was / isa member. Concealment/wrong information in regard to aboveshall make the contract liable for determination under Clause 62of the General Conditions of Contract.(iii) All other documents interms of Para 10 of the Tender Form (Second Sheet) of IRSGCC2022 (Including upto ACS no.12)

In case, the Tenderer is a Partnership Firm, the followingdocuments shall be submitted: (i)A notarized copy of thePartnership Deed or a copy of the Partnership Deed registeredwith the Registrar. (ii)A notarized or registered copy of Power ofAttorney in favour of the individual to tender for the work, signthe agreement etc. and create liability against the firm.(iii)Anundertaking by all partners of the partnership firm that they arenot blacklisted or debarred by Railways or any other Ministry /Department of the Govt. of India from participation intenders/contracts as on the date of submission of bids, either intheir individual capacity or in any firm/LLP in which theywere/are partners/members. Any concealment/wronginformation in regard to above shall make the bid ineligible orthe contract shall be determined under Clause 62 of the GeneralConditions of Contract.(iv)All other documents as mentioned inPara 18 of the tender form (second sheet) of IRSGCC-2022(Including upto ACS no.12)

In case tenderer is a LLP Firm registered under LLP Act-2008, thefollowing documents shall be submitted: (i)A copy of LLPAgreement (ii)A copy of Certificate of Incorporation (iii)A copy ofPower of Attorney/Authorization issued by the LLP in favour ofthe individual to sign the tender on behalf of the LLP and createliability against the LLP. (iv)An undertaking by all partners of theLLP that they are not blacklisted or debarred by Railways or anyother Ministry / Department of the Govt. of India fromparticipation in tenders / contracts as on the date of submissionof bids, either in their individual capacity or in any firm/LLP or JVin which they were / are partners/members. Concealment /wrong information in regard to above shall make the contractliable for determination under Clause 62 of the Standard GeneralConditions of Contract (v)All other documents in terms of Para10 of Tender form(2nd sheet) of IRSGCC- April- 2022 Part-I(Including upto ACS no.12). (vi) All other documents as perClause 14 of IRSGCC -April -2022- Part I (including upto ACSno.12)

In case the Tenderer is a Company registered under CompaniesAct-2013:-The tenderer(s) shall submit the following documents:(i)The copies of MOA (Memorandum of Association) / AOA(Articles of Association) of the company (ii)A copy of Certificateof Incorporation (iii)A copy of Authorization/Power of Attorneyissued by the Company (backed by the resolution of Board ofDirectors) in favour of the individual to sign the tender on behalfof the company and create liability against the company. (iv)Anundertaking that the Company is not blacklisted or debarred byRailways or any other Ministry / Department of Govt. of Indiafrom participation in tender on the date of opening of bids,either in individual capacity or as a member of the partnershipfirm or JV in which the Company was / is a partner/member.Concealment / wrong information in regard to above shall makethe contract liable for determination under Clause 62 of theGeneral Conditions of Contract. (v)All other documents in termsof para 10 of tender form (2nd Sheet) of IRSGCC-2022(IncludingACS no.12) (vi) All other documents as per Clause 14 of IRSGCC-April -2022- Part I(including upto ACS no.12)

In case the Tenderer is a Registered Society & Registered Trust,the following documents shall be submitted: (i)A copy ofCertificate of Registration (ii)A copy of Memorandum ofAssociation of Society / Trust Deed (iii)A copy of Power ofAttorney in favour of the individual to sign the tender documentsand create liability against the Society/Trust.(iv) A Copy of rulesand regulations of the society (v)All other documents in terms ofPara 10 of Tender form(2nd sheet) of IRSGCC- April-2022 Part-I(Including upto ACS no.12). (v) All other documents as perClause 14 of IRSGCC -April -2022- Part- I(Including upto ACSno.12).

In case JV Firms are allowed to participate: JV firm should uploadMemorandum of Understanding [MOU] as per the formatattached as annexure to the tender in DOCUMENTS. Submissionof all other documents by JV firm / Members of JV should also beas per Cl.No.17.14 of Part-I of IRSGCC- 2022(Including upto ACSno.12)

Uploading of other relevant documents connected to the tender;such as Declaration regarding employment of Retired Engineer/Retired Railway officer, NEFT Form, List ofPersonnel/Organization, List of Plant/ machinery, (As per theformats attached in the list of Documents whatever attachedand remaining in their own format to be submitted)etc
