2.6.1.2 Financial Standing:- (i) T1 - Financial Turnover: The bidder/tenderer should have an aggregate financial turnover not less than 1.5 times the advertised Bid value during the last three previous financial years and in the current financial year up to the date of opening o f the tender. The tenderers shall submit requisite information as per Annexure-Y, along with attested certificate from the employer/client or copies of Audited balance sheet reflecting financial turnover certified by chartered accountant with her stamp, signature and membership number shall be considered. (ii) T2 - Liquidity: The bidder/tenderer should have access to or has available liquid assets, lines of credit and other financial means to meet cash flow that is valued at 5% of the estimated bid value net of applicant's commitments for other contracts. The audited balance sheet and/or banking reference certified by chartered accountant with stamp, signature and membership number shall be submitted by the bidder along with bid. Banking reference should contain in clear terms the amount that bank will be in a position to lend for this work to the applicant/member of the Joint Venture/Consortium. In case the Net Current Assets (as seen from Balance Sheet) are negative, only the Banking references will be considered. Otherwise, the aggregate of the Net Current Assets and submitted Banking references will be considered for working out the Liquidity. The banking reference should be from a Scheduled bank in India and it should not be more than 3 months old as on date of submission of bids. 2.6.1.1 Work Experience:- The bidder/tenderer should have satisfactorily completed in the last three previous financial years and the current financial year up to the date of opening of the tender, one similar single service contract for a minimum of 35% of advertised value of the bid. Completed service contract also includes on-going service contract subject to payment of bills amounting to at least 35% of the advertised value of the bid. Work experience certificate from "PRIVATE INDIVIDUAL" shall not be accepted. Certificate from public listed company/ private company/ Trusts having annual turnover of Rs.500 crore and above subject to the same being issued from their Head office by a person of the company duly enclosing his authorization by the Management for issuing such credentials. Tenderer has to submit details of employment/partnership etc. of Retired Railway Employees, as applicable, as per Para 2.5 of General Conditions of Contract (Service) - 2018 with all correction slips up-to-date. Tender submitted without the aforementioned sought information or tender submitted without a statement to the effect that no such retired Engineer or retired Gazetted Officer, as per Para 2.5 of General Conditions of Contract (Service) - 2018) with all correction slips up-to- date, is so associated with the tenderer, as the case may be, shall be rejected. GENERAL INSTRUCTIONS TO TENDERERS For e-Tenders
E-tender have been invited for and on behalf of the President of India through website www.ireps.gov.in for the work mentioned against the tender notice number available in the website. Tenderers are required to bid online only in the above mentioned website. All Mandatory fields marked have to be filled in by the tenderer. No manual offer is acceptable against this tender. No Tender document in hard copy will be sold against this tender. The Railway may, of its own or in response to any clarification requested/ suggested by any person including that from the tenderer, may modify this tender document at its sole discretion at least 15 days before the due date of closing of the tender as corrigendum.
Corrigendum as required may be issued at least 15 days prior to the closing of the tender. The Corrigendum of this tender, if any, as issued time to time will be available on website at least 15 days in advance of closing of tender. The tenderers are requested to check the website before submitting their offer whether any such corrigendum to the tender has been issued or not and revise the offer if required accordingly. Failure on the part of tenderer on this aspect will be solely tenderers responsibility.

Railway and the IREPS website will not take the responsibility for any online payment made by the tenderer and debited from his/their account towards the Bid Security due to wrong or mismanipulation or any reasons related with the IT o r found unsuitable for the tender etc. In this regard Railway and IREPS website will not entertain any claim or refund the paid amount. E- Tender Forms shall be issued free of cost to all tenderers.

Terms and conditions to be followed by contractors:-
Obligation of the contractors : - The contractor shall fully comply with the following enactments:-
(a) Contract labour ( R & A ) Act, 1970 and rules formed there in under the Central Labour Department. (b) Wage Rates not less than that notified by Central/State Labour Department from time t o t i m e . ( c ) Payment of Wages Act. ( d ) E S I A c t 1 9 4 8 and 2.1.1 contribution o f Employer/Contractor @ 3.25 % of wages.(e)EPF Act 1952 and contribution of Employer/Contractor @ 13.00 % of wages. (f)Workmen Compensation Act 1923.(g)SECR instructions as issued from time to time in regard to working hours holiday or any other statutory provision.
Every contractor shall submit a notice regarding commencement and completion of work in Form-VI A & B [Rule 25(viii) & 81(3)] to 2.1.2 Personnel Department, through his contract executing officer, for forwarding the same to Central Labour Department.
The contractor shall obtain license from the Assistant Labour Commissioner (Central), or appropriate government if he engages twenty or more workmen only.
The Contractor shall produce the following registers a n d forms before commencement of work, for verification by the Executing Officer. (a)Form XII - Register o f contractors (b)Form X I I I - Register of workmen employed by contractor (Rule 75)(c) Form X I V -Employment card issued b y contractor (Rule 76)(d) Form XVI - Muster Roll (Rule 78(1)(a)(i)) (e) Form XVII - Register of wages (Rule 78(1)(a)(i) ) (f) Form XVIII - Register o f wages cum Muster Roll (in case of weekly payment ) . (g) Form XIX - Wage slip (Rule 78(b)) (h) Form XX- Register of deduction for damages or loss (Rule 78(1)(a)(ii)). (i) Form XXI - Register of fines (Rule 78 (1)(a)(ii)) (j) Form XXII - Register of advances (Rule 78(1)(a)(ii)) (k)Form XXIII - Register of overtime (Rule 78(1) (a)(iii)) (l) Form XXIV - Return to be sent by the contractor to licensing officer (Rule 82(1)).
The contractor shall maintain the above neatly, completely and legibly for inspection by various authorities even at short notice. T h e Executing Officer/Staff Welfare Inspectors of Bilaspur 2.3.1 Division of SECR shall periodically inspect these registers and forms, a n d shall send h i s inspection n o t e to contract labour implementation cell of the office of Sr.DPO/Bilaspur.
The contractor shall observe weekly rest day according to normal norms.
Contractor shall obtain complete bio-data of the labour employment certificate and antecedent verification i n the prescribed form for each labour and supervisor engaged by him a n d shall submit t h e s a m e t o t h e Personnel Department/IR s e c t i o n t h r o u g h t h e c o n t r a c t e x e c u t i n g o ffi c e r s before commencement of the work.
Contractor shall submit a notice regarding commencement and completion of work i n Form-VI A & B [Rule 25(viii) & 81(3)] to personnel department, through his contract executing officer, for forwarding the same to Central Labour Department.
The contractor shall make himself or his representative available at the work spot everyday during execution of work, for effective supervision.
The contractor shall attend to all inspections notified/conducted b y the Personnel Department, Labour Department, P.F. authorities, Factory Inspectors, ESI Inspectors or any other such statutory bodies.
Non-compliance o f a n y p r o v i s i o n u n d e r the act/rule/instructions/guidelines shall make t h e contractor liable for penal action including termination of contract.
Contractor shall in his absence keep competent agent constantly on the works and any directions or explanations given by the Contract Signing Officer or his representative to such agent shall be held to have been given to the contractor himself.
The contractor shall give all notices required by the acts, regulation, by laws, legal acts a n d p a y a l l fee s i n connection therewith unless and other wise arranged and decided in writing with SECR. In all such cases, contractor shall protect and indemnify SEC R against a n y claim o r liability arising fro m or based on the violation of any such laws, ordinance, regulations, orders, decrees or attachment either by himself or by his employees.
It shall be contractors sole responsibility to protect the public and his employees against accident fro m a n y cause a n d provide required safety equipments a n d shall indemnify SEC R against a n y claims f o r damages for injury to the person or property resulting from any such accidents and losses shall, where the provisions of the Workmens Compensation Act apply, take steps to properly insure against any claims there under.
In the event of any accident in respect of which compensation may become payable under the Workmens Compensation Act VIII of 1923 whether by the contractor or by Principle Employer it shall be lawful for Bilaspur Division of SECR to retain out of money due and payable to the contractor such sum or sums of money as may, in the opinion of SECR shall be final in regard to all matter arising in this clause.
The contractor shall keep his work place clean and safe to avoid injuries to men and damage to finished products/equipments.
O n the occurrence o f a n accident, which result i n the death of any of the workmen employed by the contractor or which is so serious as to be likely to result in the death of any such workmen, the contractor shall within 24 hours of the happening of such an accident intimate in writing to the Principal Employer or official in charge of the work.
T h e contractor shall ensure abidance b y a l l t h e labour laws especially including Contract Labour ( R & A)Act, Payment of Wages Act, Workmen Compensation Act, Minimum Wages Act, ESI Act and Provident Fund Act as amended from time to time, and contributes @ 3.25% of wages in favour of Labours.
The contractor shall comply with Provident Fund Act either through PF code allotted to him or by the code provided by PF Department where 20 or more labours a r e engage d and contributes @ 13.00% of wages in favour of Labours.
T h e contractor should engage only adult labours having age more than 18 (eighteen) years of age.
The contractor shall provide the required safety equipments to the labours engaged by him.
Contractor shall issue Employment C a r d a s p e r status t o all labour and supervisors covered under the job work contract.
Contractor must ensure that payment of wages to workmen should be made in presence o f representative o f Principal Employer or in presence of Staff Welfare Inspector.
Contractor will ensure that antecedents o f a l l outsourced staff have been checked and their police verification done.
