If the bidders fail to upload the documents the bid will considered as incomplete

Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The Consultant should pay 2% of the value of the price proposal as earnest money deposit (EMD) including GST in e-procurement portal in any of payment modes such as credit card/Direct debit/National electronic fund transfer (NEFT) over the counter (OTC). The EMD amount accepted in the form of electronic cash only and through Demand drafts or Bank guarantee) will be mentioned in the Government central pooling Account at Axis Bank/ Other Banks nominated by the Department of e-governance, until the contract is closed

The entire EMD amount of a particular tender is to be paid in a single transaction. For more details on e payment services refer to kppp portal

Within 20 days of receipt of the Letter of Acceptance, the successful Tenderer shall deliver to the Employer a Security deposit in any of the forms given below for an amount equivalent to 5% of the Contract price plus full difference amount for below quoted tenders as additional security (for unbalanced tenders) The additional performance security will be released proportionately to the bill amount till the contractor achieves progress of the entire cost of the work as per the agreement

The necessary certificates/documents in support of pre qualification criteria fulfilled as stipulated shall be scanned and attached to e tender documents

During the time of technical evaluation, if the employer finds that any certificate/information furnished is false, such bidders will be disqualified and barred from participating in the bid

The Technical bid will be opened first and there after the financial bids of those qualified in technical bid will be assessed on payment of tender processing fee. The financial bid will be opened subjected to the conditions that Electronic EMD payment is confirmed in the E-tender portal

If any bidder fails to satisfy the conditions mentioned above, such bids shall be rejected

The bidder should enclose the detailed methodology of execution of the scheme as per the scope of work

The Bidder shall be responsible for successful performance of the contract

The Bidder to participate in the tender under single bid basis only. Any violation will attract disqualification of bid

The consultants/authorized signatory should attach his/her signature to the Schedule B before uploading the documents

If any of the dates mentioned above happens to be a general holiday, the next working day holds good

Conditional tenders are liable to be rejected. The officer competent to accept the tender shall have the right to reject any or all the tenders without assigning any reasons whatsoever

Corrigendum will be published in the website http://eproc.karnataka.gov.in for all modification / corrections if any.The contractor is responsible for any damages due to natural calamity the government or Nigam will not give any compensation for until the completion of maintenance period

The contractor should mention their recent correct portal address & mail address in declaration forms

The tender processing charges paid by the bidder/firm/company are not refundable even if the tender is cancelled

The bidder/firm/company shall send the authorization letter for their representation duly attending their signature

The bidder/firm/company shall adhere to accepted execution plan submitted by him under any circumstances without linking to the pending payment of the work && also land acquisition problems if any

Incomplete tender documents will be rejected

Tenders will be opened on the due date in presence of the contractor or their Authorized representatives

The contractor should furnish the name of the individual /firm with address and Telephone numbers with place of registration, year of incorporation etc

The tenderer has to make his own arrangement for procurement of all materials required for the work. There is no departmental supply of materials. Contractor should procure only ISI mark materials and submit necessary quality control certificates from the authorized quality control authority, before execution

No quarries are approved by KNNL for materials. The quarries considered are for the estimate purpose only

The validity period of EMD shall be for a minimum period of 225 days from the date of opening of the tenders

EMD of the unsuccessful bidders will be refunded only after the acceptance of tenders by the competent authority (of the Formal Tender Notice)

EMD of successful bidders will be refunded only after the Conclusion of the tenders

EMD amount and Amount put to tender will be as mentioned in the e-portal

The payment of bills of this work will be made as and when the letter of credit is received under the same head of account from KNNL/Government of Karnataka

The contractors should adhere to the accepted action plan submitted by him under any circumstances without linking to the pending bill payment of the work.

Topographical errors, if any, will not be ground for any claims by the Consultant

Tenders from joint ventures are not acceptable

The tenderer is required to ensure browser compatibility of the computer well in advance until the last date and time for the receipt of tenders. The department shall not be responsible for non-accessibility due to internet connectivity issues and technical glitches

Any bidder who is otherwise technically qualified withdraws from the bidding process at any stage before a final decision is taken on the tender, the EMD of such bidder shall be forfeited, the name of such bidder shall be removed from the category list of Consultants at least for minimum period of one year in KNNL, besides making such bidder liable for blacklisting

In case of death of Consultant, after executing the agreement/commencement of work, his legal heir if any, eligible registered Consultant and willing can execute and complete the work at the accepted tender rates irrespective of the work

If the percentage quoted by the Consultant for the work is below 90% of the estimated amount put to tender or recast amount put to tender of the department, then the Consultant shall furnish additional performance security in the form of Bank Guarantee for an equivalent to the difference between the cost as per quoted percentage and 90% of the estimated amount put to tender or recast amount put to tender. In case of Consultant quotation rates above 125% of the estimated rates, then the amount over and above 125% will be withheld during the progress of work. The additional performance security will be released proportionally to the bill amount till the Consultant achieves progress of the entire cost of the work as per agreement

The intending Consultant should note that, if any of the lands (either in part/parts or in whole) required for the work is not yet acquired by the Nigam, it shall be the responsibility of the consultant to take possession of such land by consent from the owners before commencement of the work at no extra cost to the Nigam & no claims whatsoever relating to non availability of lands would be entertained

The increase in GST shall not be paid in the extended period of contract for which the contractor alone is responsible for delay as determined by the authority while granting the extension of time

The officer competent to accept the tender shall have the right to reject/cancel any or all the tenders without assigning any reason whatsoever

The amount put to tender is exclusive of GST. The contractor shall quote the rate exclusive of GST

GST shall be paid to the tender amount as per prevailing Govt. Orders

The prevailing GST rates for the above contract amount shall be paid separately to the contractor during payment of bills of receipt of the GST to be paid by the contractor

An additional weightage of 10% each year will be added to the cost of work done to bring it to the present price level. The work done certificate should be obtained from a competent authority not below the rank of Executive engineer of the concerned division/equivalent officer/ Next higher officer. Note: The intending bidder should have done the Consultancy work for the preparation of DPR for Bridges should have completed minimum 3 works

Taking three trial pits of size 1.00x1.00x3.0 m and collecting samples of materials at site for ascertaining the silt factor, unit weight test, specific gravity from Govt. approved laboratories

Conveying the boring machine and engine and all its accessories etc. to the site of the work and back including loading unloading etc. complete. (Note - Distance to be measured from the station of boring machine engine etc. of district head quarters to site of the work by short route ).

Shifting boring plant with all its components and reinstalling the same at the directed place including all its charges etc.

Taking trial bores 75 to 100 mm for 53.0 to 88.9 mm core dia in rocks as specified below including all necessary materials such as oil, grease, steel boostan and such other materials as required (including conveying the material to site of work) and Preserving the core sample serially on site of work and conveying the same to HQ of concernring office as directed. Quartzite with diamond drill with Nx Bit 0 to 50 m.

Drilling 76 mm dia ( NX ) core hole in hard rock using diamond core bit vertical / inclined upto 10 degree to vertical as directed including cost of all materials, machinery, labour, water charges, collection of core samples, logging and labelling samples, supplying honne wood core box including cement grouting and redrilling in case of collapse of sides ( excluding cost of cement for grouting ) with all other ancillary operations and all other ancillary operations complete

Providing detailed reports of the inspection logging of drilled hole by observing visual description of data as per depth, thickness of layer, type of sample, wash sample, bore recovery type of drill etc. complete.

Providing detailed geological reports of proposed site by maintaining geotechnical investigation of structure stratification collecting soil, rock and ground water samples for laboratory tests to arrive the foundation design parameters. Rock properties such as type of rock, jointing fractures, etc. complete with suggestion about the site foundation and remedies

Geometrical design of road horizontal and vertical curves for design speed specified by IRC including carrying out trail for optimising of civil cost minimising land acquisition and maximum use of existing facility and preparation of widening arrangement drawing for insisting structures stake out date for horizontal alignment and working levels including super elevation effect etc. complete.

Preparation of roadway, drawing (Plan And Profile) on computer by using Autocad of required scale showing all topo feature and proposed construction details such as carriage way, median service road, toe line, retaining walls, cross drainage works, major structures, etc. complete.
