Construction of Permanent Building for Stn Medicare Centre at AF Stn Bareilly :- The work includes following Structure:- (a)SMC Bldg - (Appx plinth area 2551sqm) (b)Vehicle - (Appx plinth area Parking 157 sqm) (c)Electrical - (Appx plinth area Sub Station 60 sqm) Scope of Consulting shall be as under:- Preparation and submission of:- (a) Structural designs & drgs including structural details, structural notes conforming to standards IS-456, IS-816, IS-875, IS-1893, IS- 2062, IS-4326, IS-13920 (2016) and any other latest and relevant Indian Standard of the building as per the arch drg provided. The design shall include the following parameters:- (aa) Reinforcement steel shall Fe-500D grade TMT bars. The grade of concrete shall be M-25 (design mix). (ab) Foundation shall be RCC isolated/combined footing/ Raft /mat fdn as per requirement. (ac) Seismic Zone – III Area Bareilly. (ad) SBC (Tentative) 70/80 KN/Sqm (Tentative) at 1.5/2.0m depth. The actual SBC shall be given respectively by GE at later stage. The designer shall change the foundation detail after actual SBC is provided. No Extra claim shall be given for the same. (ae) Any other relevant details for structure details required shall be taken from Dir (Design)/ SO-1 (Design) of HQ CE (AF) Allahabad.

(b) Preparation of detailed Estimate. (c) Supply of drawings, design calculations folders along with STAAD output file both in hard and soft copy-01 (Copy each). (d) Drawing & Design shall be scrutinized/ approved by Dir (Design)/ SO-1 (Design), HQ CE (AF) Allahabad for their respective portion of the consultancy report. (e) The Estimate shall be scrutinized/ approved by the Dir (Contract), HQ CE (AF) Allahabad. (f) Scale & specifications for the Stn Medicare Centre shall be as per MES Hospital accommodation 2003, MES SSR-2009 and other superior scale with prior approval of CE (AF) Allahabad. (g) Supply of 01 set of original tracing hard copy (A1 size) on ‘Gateway’ brand tracing paper along with a soft copy of drawings, as directed. The design prepared by one designer shall be checked by another designer and both the persons shall sign the design calculations and drawings along with date. (h) The supplier shall give free of cost clarification, if any, during complete execution period of the building. (j) Any amendment required during execution shall be made by the consultant and requisite copies of amended sheets shall be submitted free of cost. (k) The designer shall discuss the preliminary design & drg before final structural design & drawings with Dir (Design) / SO-1 (Design) of HQ CE (AF) Allahabad. (l) The responsibility for the structural design & drawings prepared rests with the supplier. In case of any defect/ damage detected in the designed structure during, its design life and the same is attributed to faulty drawing/ design, the supplier will be liable for penalty of 10% of the total project cost.

(m) Third party vetting/ proof checking. The supplier shall be responsible for third party vetting/ proof checking from IITs/NITs/ other Govt Institute duly signed by authorised signatory on behalf of the institute and not from a professor/ individual of the institute in his personal capacity. The third party vetting the designs, drawings shall also be liable for ensuring that the designs & drawings are in compliance as per the laid down standards, regulations, adherence to NBC norms and sound engineering practices. The bidder is responsible for obtaining clarification from the vetting agency till the completion of project. (n) A certificate that all details have been thoroughly checked and are in compliance to standards, codes, regulations in respect of safety, soundness and economy shall be obtained from the vetting agencies. (o) The bidder on being issued the Job Order shall send his architect & design team to HQ CE AF Allahabad to liaise with the E2 Design Section to discuss and finalize the design parameters and obtain clarifications on any architectural and design issues. The date of visit of the bidder’s team shall be decided in consultation with the E2 Design Section of HQ CE AF Allahabad. (p) On preparation of the drawing, design folder, and preliminary structural drawings & Preliminary estimate, the bidder shall send his team to present the design, drawings & estimates to the E2 Design & E8 Section of HQ CE AF Allahabad. The date of presentation by the bidder’s team shall be decided in consultation with the E2 Design & E8 section. (q) The final structural drawings duly vetted by authorities as mentioned in the BOQ shall be submitted to the E2 Design Section by the bidder’s design team and the bidder’s team should come prepared to make any corrections/ amendments to the same if required in consultation with E2 Design Section.

(r) The bidder’s team shall have to visit the HQ CE AF Allahabad at any time during the planning and execution of the work if required, on being intimated in writing by E2 Design & E8 Section of HQ CE AF Allahabad. (s) Nothing extra shall be payable for the above visits of bidder’s design team to HQ CE AF Allahabad.
