HRVCA, DMP, SoPs & ICCC/EOC Integration Site-specific multi-hazard HRVCA (flood, fire, stampede, structural collapse, lightning, drowning, health); zone-wise and ghat-wise risk profiling and hotspot mapping; 32-sector base map and field verification; comprehensive multi-hazard Disaster Management Plan with IRS, crowd management, evacuation and resource mapping; scenario-based SoPs; IRS Manual, Inter-Agency Coordination Matrix and ICCC/EOC SoPs; Crowd Safety Plan A/B/C. Aligned with DM Act 2005, NDMA Guidelines, Sendai Framework and the PM 10-Point Agenda.

Institutional Capacity Building, Officials' Training & Mock Drills Training Needs Assessment; officials' training for Mela Officials, Police, Health, NDRF/SDRF, PWD, Revenue and Municipal departments; Tabletop Exercises and full-scale mock drill; Capacity Building Toolkit (IRS cards, checklists, SoP cards, resource directory).

Volunteer Training Program (~5,000 volunteers) DM volunteer training for approximately 5,000 volunteers (final number subject to Authority confirmation) through 20 one-day workshops of 250 volunteers each; curriculum covering DM Act, IRS, CBDM, crowd psychology, stampede management, search & rescue, First Aid/CPR, PDNA and psychosocial care; bilingual (Hindi/English) materials, pre/post assessments, batch-wise reporting and a consolidated volunteer database with completion certificates. Training hall to be provided by the Authority.
