Shed Cleaning, Loco Cleaning, Removal of garbage and Disposal of harmful solid wastes for 02 years(731 days) at Diesel Loco Shed, Bondamunda.

Financial Eligibility Criteria: The bidder will qualify only if they have minimum financial capabilities as below (The balance sheet and all other financial documents attested / certified by CAs to substantiate fulfilment of Financial Eligibility Criteria should be with UDIN, failing which the offer is likely to be rejected without any further reference). T1- Annual Turnover: The bidder should have an aggregate financial turnover not less than 1.5 times the advertised bid value during the last three previous financial years and in the current financial year up to the date of opening of the tender. The audited balance sheet reflecting financial turnover certified by chartered accountant with her stamp, signature and membership number shall be considered.

T2-Liquidity: The bidder should have access to or has available liquid assets, lines of credit and other financial means to meet cash flow that is valued at 5% of the estimated bid value net of applicant's commitments for other contracts. The audited balance sheet (Annexure-V Financial DATA) and/or banking reference (Annexure-IV BANK CERTIFICATE) certified by chartered accountant with her stamp, signature and membership number shall be submitted by the bidder along with bid. Banking reference should contain in clear terms the amount that bank will be in a position to lend for this work to the applicant/ member of the Joint Venture/Consortium. In case the Net Current Assets (as seen from the balance sheets) are negative, only the banking references will be considered. Otherwise the aggregate of the Net Current Assets and submitted banking references will be considered for working out the Liquidity. The banking reference should be from a Scheduled bank in India and it should not be more than 3 months old as on date of submission of bids (The balance sheet and all other financial documents attested / certified by CAs to substantiate fulfilment of Financial Eligibility Criteria should be with UDIN, failing which the offer is likely to be rejected without any further reference).

The tenderer should have in the qualifying period ( i.e. current year and three previous financial years) completed atleast 01 similar single work * or received payment agaisnt ongoing similar work for a minimum value of 35% of the advartisment value of the bid.* Completed service contract includes on going service contract subject to payment of bills amounting to atleast 35% of the Advertisement value of the bid.

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

This tender is governed by General Condition of Contract for Services (January 2018) & various letters issued by Railway Board with latest amendments and Special terms and Conditions of Contract. However, wherever the terms of GCC for Services2018 contradicts the Special terms and Conditions of Contract of tender document, in such case Special Conditions of Contract will prevail. Tenderer must go through General Conditions of Contract for Services (available at www.indianrailways.gov.in) and Special Conditions of Contract before quoting the rates.

Cost of tender document and EMD should be paid online on IREPS portal only, other forms of payment are not acceptable.

In no circumstances the amount paid for tender form is refundable.

The rate quoted by the tenderer shall be inclusive of all taxes leviable by the union of India/State Govt/Civil authorities and other charges required for carrying out the work successfully.

The tenderer shall submit along with the tender document, documents in support of his/their claim to fulfil the eligibility criteria as mentioned in this tender document. Each page of the copy of documents/certificates in support of the credentials, submitted by the tenderer, shall be self-attested/ digitally signed by the tenderer or authorized representative of the tendering firm. Selfattestation shall include signature, stamp and date (on each page). Only those documents which are declared explicitly by the tenderer as documents supporting the claim of qualifying the laid down eligibility criteria, will be considered for evaluating his/their tender, otherwise their bid will be rejected (Refer Clause 2.6.2.1.2 of GCC of Services 2018).

The Tender is "Two Packets System" of Tendering: With a view to assess the tenders technically without being influenced by the financial bids, 'Two Packets System of tendering' shall be adopted. In this system, the tenderers shall submit theirquotations/offers in two sealed envelopes; with one cover containing the Technical & Commercial offers and the other cover containing the Financial Bids. The first packet shall be with the objective of scrutinizing t h e capability, financial strength,experience etc . of the tenderers. The technical details and commercial conditions shall be read out before the tenderers or their representatives at the time of opening of tenders and the same shall be evaluated by the Tender Committee. The offers ofthe tenderers who qualify the minimum eligibility criteria as below shall be examined further for evaluation of their technical bid. Tenderers who fail to meet the criteria shall not be considered for further evaluation and their bids shall be rejected.

Conditional offers, offers with condition, conditional rebates will not be considered and will be summarily rejected.

The Railway reserves the right to verify all statements, information and documents submitted by the bidder along with tender offer even after the finalization /award of contract and up to passing of final bill. When so required by the Railway, the bidder shall make available all such information, evidence and documents as may be necessary for such verification. Any such verification or lack of such verification, by the Railway shall notrelief the bidder of its obligation or liabilities hereunder nor will it affect any rights of the Railway thereunder.

Before submitting a tender, the tenderer will be deemed to have satisfied himself by actual inspection of the site and locality of the works, that all conditions liable to be encountered during the execution of the works are considered and that the rates he enters in the tender forms are adequate.

The Quoted rate should be inclusive of all taxes, fees, duties to be paid (if any) to Central Govt, State Govt or Local authorities, Employer contribution towards EPFO & ESIC, and GST etc.

Tenderers will examine the various provisions of the Central Goods and Services Tax Act,2017(CGST)/Integrated Goods and Services Tax, 2017(IGST)/Union Territory Goods and Services Tax Act,2017(UTGST)/respective state's State Goods and Services Tax Act (SGST) also, as notified by Central /State Govt. & as amended from time to time and applicable taxes before bidding. Tenderers will ensure that full benefit of Input Tax Credit (ITC) likely to be availed by them is duly considered while quoting rates. The successful tenderer who is liable to be registered under CGST/IGST/UTGST/SGST Act shall submit GSTIN along with other details required under CGST/IGST/UTGST/SGST Act to railway immediately after the award of contract, without which no payment shall be released to the contractor. The contractor shall be responsible for deposition of applicable GST to the concerned authority In case the successful tenderer is not liable to be registered under CGST/IGST/UTGST/SGST Act, the railway shall deduct the applicable GST from his/their bills under reverse charge mechanism (RCM) and deposit the same to the concerned authority. Input Tax Credit, if any, availed by the contractor should be passed on to the Railway Administration, in course of operation of the subject contract.

Similar work means " Cleaning reputed Engineering/ Automobile Engineering / Airports / Hotels / Hospitals/ Railway Coaches / Coching Depots / Diesel Shed / Diesel Locomotives / Electric Shed / Electric locomotives / Railway workshop / A & A-1 category Railway stations and larger office complex ." Work experience certificate from private individual shall not be accepted. Certificate from Public listed company / Private Company / Trust having annual turn over of Rs. 500 crore and above subject to the same being issued from their head office by person of the company duly enclosing his authorisation by the manangement for issuing of such credentials.
