AMC for Statutory Compliance and mandatory test regarding Environmental Clearance of Airport Infrastructure for the Year 2020-23 at Surat Airport.

Amount

CTE (Consent to Establish) /NOC (No Objection Certificate) – Amendment as Per Environment Clearance Amendment The items includes collection, technical evaluation and verification of details as per statutory requirements from Gujarat Pollution Control Board including conducting site visits for gathering technical details and verification of compliances and incorporating in Pre-Feasibility / Project Report required for CTE Amendment Application. The item also includes submission of application along with requisite documents to the Board and preparation and attending any queries or technical justification required or asked from the Board, received in hard form or soft form or any other means time to time for the application with carring out follow up at various stages of application, for its movement at Regional Office, Surat and Head Office, Gandhinagar including technical representation on behalf of Airports Authority of India, Surat Airport at Gujarat Pollution Control Board’s Regional and Head Office complete all jobs of CTE/NOC as per direction of Engineer-In-Charge. (Note:- This item shall be operated as per need / requirement of the AAI and payment shall be made only if Item is executed, no payment shall be made if Item is NOT executed)

Adequacy Certificate from Schedule-I / II Auditor Collection and evaluation of data in the format required by the Schedule-I / II auditor and preparation and compilation of details in adequacy report format with reply to the auditor’s queries for conforming the Environment Management System (EMS) adequacy including Co-ordination with auditor and obtaining adequacy certificate complete all jobs of Adequacy Certificate from Schedule-I / II Auditor as per direction of Engineer-In-Charge.

CTO (Consent to Operate) /CC&A (Consolidated Consent and Authorization) Amendment The items includes collection, technical evaluation and verification of details as per statutory requirements from Gujarat Pollution Control Board including conducting site visits for verification of the CTE compliances and incorporating in respective tags on portal required for CTO Amendment Application. The item also includes submission of application along with requisite documents to the Board and preparation and attending any queries or technical justification required or asked from the Board, received in hard form or soft form or any other means time to time for the application with carring out follow up at various stages of application, for its movement at Regional Office, Surat and Head Office, Gandhinagar including technical representation on behalf of Airports Authority of India, Surat Airport at Gujarat Pollution Control Board’s Regional and Head Office complete all jobs of CTO/CC&A as per direction of Engineer-In-Charge. (Note:- This item shall be operated as per need / requirement of the AAI and payment shall be made only if Item is executed, no payment shall be made if Item is NOT executed)

AMC for Routine Environmental Compliances

a) Monthly Patrak / Returns:- Collection and verification of technical details for preparation and submission of Monthly Returns to comply with the requirements of valid CTE/NOC and CTO/CC&A issued from the Board through the requisite modes of GPCB in soft and hard forms. The details to be filed are e.g. electricity consumption, production / Scope of Project, Water consumption, Waste water generation, hazardous waste generation and disposal details etc.

b) Yearly / Annual Returns:- Collection of technical details and verification for preparation and submission of Yearly / Annual Returns to comply with the requirements of valid CTE/NOC and CTO/CC&A issued from the Board through the requisite modes of GPCB in soft and hard forms. The details to be filed are e.g. Environment Statement (Form-V), Hazardous Waste Return (Form-4), Environment Audit Compliances (if, required), etc.

c) TECHNICAL REPRESENTATION FOR GPCB VISIT / SHOW CAUSE NOTICE / GENERAL LETTERS OR QUERY RAISED BY THE BOARD FROM TIME TO TIME (IF ANY). :- Collection of technical details and verification for preparation of technical reply in line with the compliance status addressing the specific justification for the communication received from the Board time to time. Complete all jobs of AMC for Routine Environmental Compliances as per direction of Engineer-In-Charge.

Environment Monitoring Work Carring out of Environment monitoring work and test for the various components as per CTO with tentative frequency defind in terms and conditions of CTO complete as per direction of Engineer-In-Charge.

a) Ambient air monitoring (PM10, PM2.5, Sox, Nox) (Frequency of sampling :Quaterly, No of sample in each quarter: 04)

b) Fuel gas Stack emission monitoring (PM, Sox, Nox) (Frequency of sampling :Quaterly, No of sample in each quarter: 02)

c) Drinking water analysis (pH, TDS, Total Hardness, Chlorides, Sulphate, Iron (Fe), Fluoride, Phenol, Copper, Lead (Pb)) ( Frequency of sampling :Quaterly, No of sample in each quarter: 01)

d) STP Inlet & Outlet Monitoring (pH, Suspended Solids, Oil & Grease, Residual chlorine) (Frequency of sampling :Quaterly, No of sample in each quarter: 02)

e) Noise (Work place) Monitoring (Day time Night time) (Frequency of sampling :Quaterly, No of sample in each quarter: 08)

Environment Clearance Compliance Report (With Half Yearly Frequency) Collection, technical evaluation and verification of details as per statutory requisite for preparation of Environment Clearance Compliance report from the Ministry Regional Office, Bhopal and Conducting site visit for verification of the EC conditions compliances and technical suggestions and support for complying the conditions if any pending including incorporating the detailed compliances for further preparation of detailed report and submission of EC compliance report to the Regional Office of MoEF, Bhopal and other respective offices as per requirement stated in the EC letter. Complete all jobs of Environment Clearance Compliance Report as per direction of Engineer-In-Charge.
