PART-1: SECTION - A: Geotechnical Survey and Feasibility Studies for upgradation of Slipway-4 & adjoining Crane Track as per Scope at Para 3(a) & 3(d)

Topographic and Bathometric survey required for proposed facilities covering Slipways &Crane tracks area and submit the report

Survey of existing facilities to ascertain the actual condition of the Slipway-4 & existing crane tracks and submit the inception report containing the way forward

Conducting land based geotechnical investigations by drilling boreholes of 100 mm to 150 mm dia up to minimum of 25 mtr. from existing ground level or 3 mts in to hard rock for slipway No;4, analyzing the SPT/Disturbed /Undisturbed samples and submit the report

Conducting Sea based under water geotechnical investigations by drilling boreholes up to minimum of 20 mts depth from existing seabed level or 3 mts in to hard rock for slipway No:4 analyze the SPT/Disturbed /Undisturbed samples and submit report

Core cutting through the existing RCC/PCC of existing facilities of slipways & crane track foundations, analyze the data and submit detailed report on strength and other parameters.

Conducting NDT tests like rebound hammer and UPV tests for determining strength /density /integrity of structural members like slab, beam, pile caps & piles of the existing slipway / crane track structures

Conducting underwater survey of existing submerged structure of slip way no: 4 at way end and assess the load bearing capacity & condition of the structure.

Develop feasible solution for widening of Slipway-4 together with the proposed 2x (2x125) T capacity / 45 M span Goliath cranes supports based on capacity of existing piles and integrate the new foundation system.

Prepare Layout and sectional details of modifications including extension of slipway in to the seaward side and land side

Analyze the data of existing facilities, conducting physical load tests, preparing structural load / capacity calculations including foundation design as a composite solution to the extent possible for utilizing the existing facilities and submit the report.

Conducting physical load test or any other suitable method for capacity evaluation of existing concrete paved area earmarked for fabrication of mega blocks and refurbish, suggest solution to improve the capacities if required.

Carry out necessary design calculations of the proposed foundations and structures of slipway & crane tracks for intended load bearing capacity

Define scope for detailed design for proposed upgradation of Slipway -4 & crane tracks.

Preparation of detailed Feasibility Report for upgradation/ refurbishment of Slipway-4, adjoining Crane Tracks and concrete paved area in the vicinity of Slipway-4 for construction of mega blocks. Ratification of the findings in Feasibility Report from third party such as NITs /IITs / Bureau Veritas (I) as approved by HSL. Five copies of hard copies and two soft copies of the Feasibility Report are to be provided.

Presentation and discussion on findings, observations and recommendations to HSL and M/s Anadolu Shipyard (the Collaborator)

PART-1: SECTION - B: Geotechnical investigation and preparation layout & arrangement for Production Halls (2 Nos) and Blasting & Painting bays (4 Nos) and Plate Preparation Shop (1 No)

Conduct land based geotechnical investigations by drilling boreholes of 100 mm to 150 mm dia, up to minimum of 25 mts from existing ground level or 3 mts in to hard rock for creation of two Production Halls, four Blasting& Painting Bays and one Plate/Section preparation bay and analyzing the SPT/Disturbed /Undisturbed samples and submit report

Prepare overall Layout indicating sectional details for creation of Production Halls, four Blasting& Painting Bays and one Plate/Section preparation bay

Preparation of detailed Feasibility Report for creation of Production Halls, Blasting & Painting Bay, Plate Section preparation Bay. Ratification of the findings in Feasibility Report from third party such as NITs /IITs / Bureau Veritas (I) as approved by HSL. Five copies of hard copies and two soft copies of the Feasibility Report are to be provided.

Part-2: Detailed Design and preparation of construction drawing, Bill of Material, Cost Estimate for Upgradation of Slipway-4 & adjoining Crane Tracks and creation of Production Halls, Blasting & Painting Bay and Plate/Section preparation bay

(a) Detailed engineering and design, evolution of technical specifications, bill of material and preparation of working drawings and cost estimates for proposed upgradation and augmentation of Slipway-4 and adjoining crane tracks as per the accepted and approved option brought out in the Feasibility Report of Part-1/Section-A. Scope of the detailed engineering and design shall be as per Para 4(b)- Part-2 Scope of Work

(a) Detailed engineering and design, evolution of technical specifications, bill of material and preparation of working drawings and cost estimates for creation of production halls, blasting & painting bays and plate/section preparation shop as per the approved options in Feasibility Report of Part-1/Section-B above. Scope of the detailed engineering and design shall be as per Para 4(b)- Part-2 Scope of Work

Part-3: Preparation of Detailed Project Report(DPR) and Tender Document for Augmentation of the Infrastructure.

Preparation of Detailed Project Report (DPR) for execution of the proposed augmentation of the infrastructure based on the Feasibility Report of Part-1 and Detailed Design & Technical Specifications evolved at Part-2 above.

Ratification of the design and Detailed Project Report by a third party such as NITs /IITs / Bureau Veritas (I) and its acceptance by HSL and their collaborator M/s Anadolu Shipyard Turkey.

Provision of Five sets of hard copies of Detailed Project Report and two sets of Soft copies (in editable form in MS Work, Excel, AutoCAD as well as pdf format) are to be provide.

Part-4: Project Management Consultancy (PMC) Services during execution which include Project Management, Supervision, Quality Assurance, Work Measurement and Billing during Execution of Work.

Providing PMC services for execution of work related to upgradation/ refurbishment of Slipway-4 and adjoining crane Crane tracks and concrete paved area in the vicinity of slipway-4 (Provide Project Management Consultancy Services like Assisting Technical evaluation , Price negotiation , Placement of Order , preparation of CPM/PERT charts , Reviewing of project milestones , supervision, mitigation of risks , providing alternative approaches , Preparation of Quality Assurance plan, Quality and Test checks at regular intervals , measurement of work progress through site visits and maintaining formal record of the same, recommendation of stage payments and issuing of work completion certificate etc.) . Detailed scope as per para 4(d)

Providing PMC services for creation of Production halls (2 Nos) and Blasting & Painting Bays (4 Nos) and Plate/ Section Preparation Bay (1 No) (Provide Project Management Consultancy Services like Assisting Technical evaluation , Price negotiation , Placement of Order , preparation of CPM/PERT charts , Reviewing of project milestones, supervision, mitigation of risks , providing alternative approaches , Preparation of Quality Assurance plan, Quality and Test checks at regular intervals , measurements of work progress and maintaining formal record of the same, recommendation of stage payments and issuing of work completion certificate etc.). Detailed scope as per para 4(d)

Preparation of Project Closure Report and as fitted drawings on completion of the work.

Note: 1) All price component entries are to be filled separately against the respective item. 2) To & fro travel for visits to the required place of work as per Scope of Work, lodging and boarding charges at required place of work are to be included. No separate payment shall be entertained. 3) No price figure is to be placed in the price format when used for technical bid. 4) The bidder should ensure the technical specigfication and tender documents shall be generic in nature so as to avoid undue favor to any product / brand / agency and allow more competition in the tenders.
