Special Eligibility Criteria

   ( a ) Placement of bulk and regular order The bidder who has satisfactorily The bidder who has satisfactorily supplied same/similar item to any of the Zonal Railways/Railway PUs for a minimum quantity of 20 percent of the tendered quantity against a single PO during last three years prior to, and excluding tender opening date may be considered as responsive to SCoR requirements for placement of bulk and regular order. It is the responsibility of the bidder to upload/submit copies of R Note/CRN/CRAC as documentary proof of having supplied the goods and accepted by consignee along with the bid as proof of eligibility without which offer will be Summarily rejected. However if the bidder has supplied the tendered item as available in IMMS with SCoR/SCR/ECoR, the same may also be considered while evaluating the offers of the bidders even if the same was not uploaded by the bidder. ( b ) Placement of developmental order (i) The bidder who has satisfactorily supplied same/similar item to any of the Zonal Railways/Railway PUs for a quantity less than 20 percent of the tendered quantity against a single PO during last three years prior to, and excluding tender opening date may be considered as responsive to SCoR requirements for placement of developmental order. It is the responsibility of the bidder to upload/submit copies of R Note/CRN/CRAC as documentary proof of having supplied the goods and accepted by consignee along with bid as proof of eligibility without which offer will be Summarily rejected. However if the bidder has supplied the tendered item as available in IMMS with SCoR/SCR/ECoR, the same may also be considered while evaluating the offers of the bidders even if the same was not uploaded by the bidder. (ii) If the bidder does not have supply performance for same/similar item, then the offer may still be considered as responsive to SCoR requirements for placement of Developmental order not exceeding 20 percent of the net procurable quantity. In such a case the bidder is required to submit documentary proof/details of M&P, testing facilities, STR & QAP, technical manpower available, UDYAM Registration Certificate for same/similar items etc., along with bid towards proof of competency to supply the tendered item. supply the tendered item. (iii) Developmental order on eligible non MSE bidder will be considered only when the quoted rate is less than the lowest rate received from a bidder eligible for Bulk order. However, in case of eligible MSE bidders, Developmental order will be considered as per MSE guidelines. (c) In case, the bidder participates as an authorized dealer, then the performance of the OEM who has authorized the dealer shall only be considered and not the performance of the bidder. It is the responsibility of the bidder to submit Tender specific authorization as well as supply performance of the OEM along with the bid, failing which, the offer will be summarily rejected.

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

   Bidders who are eligible for bulk orders, are to quote for a quantity not less than 50% of the total tendered quantity. Bids for quantity less than 50% of total tendered quantity will be considered unresponsive and the bid will be summarily rejected
