The bidder / agency should have provided the services of Security guards amounting to Rs. 1,81,61,310.00 (50 percentage of the amount put to tender) in a single contract order in any one year during the preceding 05 financial years i.e., 2021 22, 2022 23, 2023 24, 2024 25 2025 26. Scanned copy of the 1. DWA/Work Awards /contract award/ work entrustment order copies 2. Contract value of Work awards (Rs.in Lakhs), 3. Actual expenditure of project after completion (Rs.in Lakhs), Financial year wise. 4. Actual date of completion.5. Satisfactory Work completion certificate issued by an officer not below the rank of Executive Engineer or equivalent Officer of the concerned ESCOMs/KPTCL/ any Govt. utilities/PSUs to be uploaded.
The bidder / agency should have provided at least 80 percentage of manpower category services i.e 88 nos of Security guards in a Single Contract Order in any one year of the last 05 financial years i.e 2021 22, 2022 23, 2023 24, 2024 25 2025 26.Scanned copy of the 1. Total nos of manpower services i.e Security guards provided in Contract Work awards Financial year wise. 4. Actual date of completion.5. The annual turnover shall be equal to the amount put to tender i.e Rs.3,63,22,620.00 in any two previous 05 financial years i.e., 2021 22, 2022 23, 2023 24, 2024 25 2025 26.Balance sheet, P L statement and IT returns of all the 05 years duly certified by the registered Chartered Accountant / Statutory Auditor. Scanned Copies of the Annual Accounts statements such as P and L statement and Balance sheets IT returns for the Financial Years 2021 22, 2022 23, 2023 24, 2024 25 2025 26 duly signed by the Registered Charted Accountant (PIN must be mentioned) shall be uploaded. For the certificates UDIN is mandatory.

The agency should be registered with the Police authorities and should furnish the valid license issued by the concerned as per The Karnataka Private Security Agencies Rules, 2008 issued in accordance with the private Security Agencies (Regulation) Act 2005 for the work of providing security services Valid License issued by the concerned as per The Karnataka Private Security Agencies Rules, 2008
a) The bidder/agency should have a valid Registration certificate of Establishment issued by the Department of Labour, Government of Karnataka as per Labour Act i.e., Form C Nature of business should be Manpower supply. b) The bidders registered office should be in Karnataka. a) Registration certificate of Establishment issued by the Department of Labour, Government of Karnataka as per Labour Act i.e., Form C .Nature of business should be Manpower supply to be uploaded. b) The self declaration for bidder registered office address proof shall be uploaded in their letter head clearly indicate the tender enquiry number date on which declaration is done.
The bidder should have valid ISO 45001 2018 certificate as on the date of the tender. Original scanned copies of valid ISO 45001 2018 certificate to be uploaded.
The bidder should upload Form of tender as on the date of the tender.The self declaration for as per annexure 1 in their letter head clearly indicate the tender enquiry number date on which declaration is done to be uploaded.
Even though the Bidders meet the above criteria, they are subject to be disqualified if they have made misleading or false representations in the forms, statements and attachments submitted in proof of the qualification requirements and/or record of poor performance such as abandoning the service, not properly completing the contract, inordinate delays in completion, litigation history, or financial failures etc. and/or Participated in the previous Tender for the same service and had quoted unreasonably high tender prices and could not furnish rational justification. and/or Blacklisted due to non performance in execution of service by any DISCOMs/ Public sector undertakings (PSU s)/Govt. departments as on date of bid submission. and/or Defaulted/short closed due to non performance in execution of service against the order placed by any DISCOMs/ Public sector undertakings (PSU s)/Govt. departments as on date of bid submission. Copy of the self declaration on notarized stamp paper of Rs.500.00 as per annexure 2 in the bid document to be uploaded. The self declaration shall clearly indicate the tender enquiry number and date on which declaration is done.
Any Bidder from a country, which shares a land with India, will be eligible to bid in this tender only if the Bidder is registered with the Competent Authority. (As per Government Order No. FD 455 Exp 12/2020 dated 25.08.2020.) A certificate for having read the clauses is required to be submitted/uploaded by the Bidder separately in the following format. I have read the clause regarding restrictions on procurement from a Bidder of a country, which shares a land border with India. I certify that this Bidder is not from such a country or, if from such a country, has been registered with the Competent Authority. I hereby certify that this Bidder fulfills all requirements in this regard and is eligible to be considered. The Liquid assets as on the date of issue of Notification for Inviting Tender (NIT) or later date before submission of bid consisting of Cash at Bank plus Term Deposits plus availability of fund based credit facility in any Nationalized/scheduled Commercial Bank shall not be less than 25 percentage of the amount put to tender i.e., Rs.90,80,655.00 The cash at bank, Term Deposits and the availability of fund based credit facility shall be supported by a certificate issued by any Nationalized/Scheduled Bank with whom the Bidder has banking facilities. In case of Fund based credit facility, the certificate issued by the Nationalized/ Scheduled Bank duly mentioning sanctioned limits, funds utilized so far and balance available as on as on the date of issue of Notification for Inviting Tender (NIT) or later date before submission of bid, As per Annexure 6 in the bid document to be uploaded. The balance available as on as on the date of issue of Notification for Inviting Tender (NIT) or later date before submission of bid shall be considered as availability of fund based credit facility. If the bidder has banking with more than one Bank, then the available liquid assets as mentioned above on a particular date i.e., as on as on the date of issue of Notification for Inviting Tender (NIT) or later date before submission of bid shall be the same date for all the banks.

Bangalore Electricity Supply Company Limited
Tender No.BESCOM/2026-27/SE0480 for providing 110 numbers of Security guards on temporary basis through an outsource agency to various offices of Chitradurga Zonal jurisdiction, BESCOM for a period of one year.
QUALIFYING REQUIREMENT DETAILS
The essential minimum qualifying requirements are as under:
QR Nos Technical Criteria: Documents shall be uploaded
1 The Bidder should be in existence as any of the following: 1) Certificate of Incorporation issued by Registrar of Companies as per Companies Act 1956/2013 along with Memorandum of Association and Articles of Association of the Company.
2) Declaration from Directors of the Company in MBP-1 Form, stating that they are not disqualified to be a Director of the Company along with the list of Companies in which they are Directors as on the date of inviting tender (s).

6 The agency should be registered with the Police authorities and should furnish the valid license issued by the concerned as per ‘The Karnataka Private Security Agencies Rules, 2008’ issued in accordance with the private Security Agencies (Regulation) Act 2005 for the work of providing security services Valid License issued by the concerned as per ‘The Karnataka Private Security Agencies Rules, 2008’
7 a) The bidder/agency should have a valid ‘Registration certificate of Establishment’ issued by the Department of Labour, Government of Karnataka as per Labour Act i.e., Form ‘C’ a)‘Registration certificate of Establishment’ issued by the Department of Labour, Government of Karnataka as per Labour Act i.e., Form ‘C’.

iii) Participated in the previous Tender for the same service and had quoted unreasonably high tender prices and could not furnish rational justification.
iv) Blacklisted due to non-performance in execution of service by any DISCOMs/ Public sector undertakings (PSU’s)/Govt. departments as on date of bid submission.

11 Any Bidder from a country, which shares a land with India, will be eligible to bid in this tender only if the Bidder is registered with the Competent Authority. FINANCIAL CRITERIA:
16 The annual turnover shall be equal to the amount put to tender i.e Rs. 363.22 lakhs in any two previous 05 financial years i.e., , 2021-22, 2022-23, 2023-24, 2024-25 & 2025-26. Scanned Copies of the Annual Accounts statements such as P&L statement and Balance sheets & IT returns for the Financial Years 2021-22, 2022-23, 2023-24, 2024-25 & 2025-26. duly signed by the Registered Charted Accountant (PIN must be mentioned) shall be uploaded. For the certificates UDIN is mandatory.
Balance sheet, P & L statement and IT returns of all the 05 years duly certified by the registered Chartered Accountant / Statutory Auditor.
17 The liquid assets as on 05.08.2026 or later date before submission of the bid (cash at bank + term deposits + availability of fund based credit facility in any Nationalized / Scheduled commercial bank) shall not be less than 25% of the amount put to tender (Rs. 90.80 lakhs) shall be uploaded. The cash at Bank and term deposits with the Bank as on the date of bid submission shall be supported by the certificate issued by a Bank.
The banker certificate should be valid upto 03 months from the date of issue of certificate and indicate the sanctioned amount, amount utilized and balance available. The availability of fund based credit facility shall be supported by a certificate issued by the Nationalized / Scheduled commercial Bank with whom the bidder has the banking facility as per annexure-6 in the bid document to be uploaded.
