Comprehensive Annual Maintenance Contract for Main transformers of train no. 20825/26 BSP-NGP Vande Bharat Express (16 coaches) of Bilaspur Division through OEM/Authorized agency for a period of Two years.

The bidder shall have to submit the documentary proof for being OEM/Authorized dealership.

I/we the tenderer (s) am/are signing this document after carefully reading the contents.

I/We the tenderer(s) also accept all the conditions of the tender and have signed all the pages in confirmation thereof.

I/we hereby declare that I/we have downloaded the tender documents from Indian Railway website www.ireps.gov.in . I/we have verified the content of the document from the website and there is no addition, no deletion or no alteration to the content of the tender document. In case of any discrepancy noticed at any stage i.e. evaluation of tenders, execution of work or final payment of the contract, the master copy available with the railway Administration shall be final and binding upon me/us.

I/we declare and certify that I/we have not made any misleading or false representation in the forms, statements and attachments in proof of the qualification requirements.

I/We also understand that my/our offer will be evaluated based on the documents/credentials submitted along with the offer and same shall be binding upon me/us.

I/We declare that the information and documents submitted along with the tender by me/us are correct and I/we are fully responsible for the correctness of the information and documents, submitted by us.

I/we certify that I/we the tenderer(s) is/are not blacklisted or debarred by Railways or any other Ministry / Department of Govt. of India from participation in tender on the date of submission of bids, either in individual capacity or as a HUF/ member of the partnership firm/LLP/JV/Society/Trust.

I/we understand that if the contents of the certificate submitted by us are found to be forged/false at any time during process for evaluation of tenders, it shall lead to forfeiture of the Bid Security and may also lead to any other action provided in the contract including banning of business for a period of upto two year. Further, I/we and all my/our constituents understand that my/our offer shall be summarily rejected.

I/we also understand that if the contents of the certificate submitted by us are found to be false/forged at any time after the award of the contract, it will lead to termination of the contract, along with forfeiture of Bid Security/Security Deposit and Performance guarantee and may also lead to any other action provided in the contract including banning of business for a period of upto two year.

I/We have read the clause regarding restriction on procurement from a bidder of a country which shares a land border with India and certify that I am/We are not from such a country or, if from such a country, have been registered with the competent Authority. I/We hereby certify that I/we fulfil all the requirements in this regard and am/are eligible to be considered (evidence of valid registration by the competent authority is enclosed)

Cost of tender document : There is one mode i.e on-line mode for submission of TDC Tender document cost). Necessary TDC receipt to be attached while submitting the tender.

Micro and Small Enterprises (MSME) registered with District Industries Commission, Khadi and Village Industries Board, Coir Board, National Small Industries Corporation Directorate of Handicraft and Handloom. Any other body Specified by Ministry of MSME are exempted for payment of cost of tender document & Earnest Money deposit. Documentary evidence/certificates in this regard should be uploaded for such exemption. Authority: As per Railway Boards letter no. 2016/CE-I/CT/3/MSME, Dated 29-08-2016.

The Earnest Money : There is only one mode for submission of EMD i.e on-line submission. Necessary document (EMD receipt, where applicable) to be submitted while submitting the tender.

Undertaking of financial stability (as per Appendix-6) to be filled and submit during submission of the bid.

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

This tender is governed by General Condition of Contract for Services-2018 issued by Railway Board with latest amendments and Special Conditions of Contract. The tender document will be governed by GCC for Services-2018. Any terms of contradicts the terms of GCC (Services),in such case GCC for Services-2018 will prevail. However wherever the terms of GCC for Services- 2018 contradicts the Special Conditions of Contract of tender document, in such case Special Conditions of Contract will prevail. Tenderer must go through General Conditions of Contract for Services (available at www.indianrailways.gov.in) and Special Conditions of Contract before quoting the rates.

In the event of any tenderer whose tender is accepted shall refuses to execute the contract documents as herein before provided, the Railway may determine that such tenderer has abandoned the contract and there upon his tender and the acceptance thereof shall be treated as cancelled and the Railway shall be entitled to forfeit the full amount to earnest money and to recover the damages for such default.

If the tenderer(s) deliberately give/gives wrong information in his/their tender or create/creates circumstances for the acceptance of his/their tender, the Railway reserves the right to reject such tender at any stage.

If the date of opening happens to be a BANDH or Holiday or Natural calamities, the tender will be opened at the same time on the following working day.

The tenderer(s) must keep themselves updated through the website www.ireps.gov.in regarding corrigenda, if any, to the Notice Inviting Tender along with tender documents, which shall be uploaded in the same website.

Performance Guarantee: Successful bidder has to submit performance guarantee as per clause 4.11 of General Condition of Contract for Services - 2018 or latest instruction of Railway Board.

Variations in Quantities during Execution of the Contracts will be dealt as per Clause 5.3.4 of GCC for Services - 2018 or latest instruction of Railway Board.
