Outsourcing of services for manning operation & routine maintenance of SSPL receiving electric substation and DG Sets complete service in three shifts 24 Hours (each shift of 8 hrs) from 0600 to 1400 hrs Ist Shift,1400 to 2200 hrs 2nd Shift, 2200 to 0600 hrs 3rd Shift including Sunday and holiday and minor repair and servicing of control panel up keep of battery by deploying one skilled Operator/ Electrician in every shift (i.e. Three shifts per day) complete all as specified and directed by Engineer-in-Charge. The electrical installation mainly comprising of the following:-

(A) HT incoming Ring main unit (RMU) (i) 11KV 3 Phase 50 Hz, 400 Amps with one OCB and two isolator -02 Nos. (ii) HT OCB Panel with 01No incoming-02Nos. (iii) HT outgoing panels (HT VCB 11 KV)-06Nos. Outsourcing of services for manning, operation & maintenance of DRDO main receiving electric sub station including operation of 250 KVA DG Set (residential area) round the clock 24 Hours (each shift of 8 hrs) from 0600 to 1400 hrs Ist Shift,1400 to 2200 hrs 2nd Shift , 2200 to 0600 hrs 3rd Shift) including Sunday & holidays including maintenance of earthing of installation. Operator will fully responsible for upkeep and cleanliness of the installation by deploying one skilled Operator/Electrician in every shift (i.e. three shifts per day) and looking after preventive maintenance of installation etc. The installation mainly consisting of the following electric equipments:-

(A) Vacuum circuit breaker HT 11KV, 3 phase, 50HZ rupturing capacity 250MVA, 50Amps rating capacity with necessary protection system such as relay CT etc –06 Nos. (B) Potential transformer of capacity 11KV/110volts attached with main HT panel complete-01 No. (C) Transformer step down 630KVA, 11KV/433 Volts indoor type natural oil cooled- 02 Nos. Outsourcing of services for manning, operation and maintenance of water supply pump House installation and RO Plant at SSPL complete service round the clock in three shifts 24 Hours (each shift of 8 hrs) from 0600 to 1400 hrs Ist Shift,1400 to 2200 hrs 2nd Shift , 2200 to 0600 hrs 3rd Shift including Sunday & Holidays complete including normal servicing, oiling, greasing and repairing of gland dory etc. of pumping set and up keep of installation by deploying one skilled operator/electrician in every shift (i.e. three shifts per day) all as specified and as directed by the Engineer-in-Charge.

(A) The water supply installation mainly comprises of the following:- (a) Pump set upto 10 HP capacity – 04 Nos. (b) Control panel cubical type – 02 Nos. (c) Water sump 2 Nos x 25000 Gallons. (d) Over head tank 25000 Gallons. (e) Control sluice valves and gate valves. (B) RO PLANT 10000 LTR CAPACITY consisting the following :- (a) Raw water Pump of capacity 5 HP -02 Nos. Make : Kirloskar. Outsourcing of services for manning and operation of water supply installation (Pump house) including operation of RO System and sluice valve installed at CFEES pump house and labs area for uninterrupted water supply round the clock 24 hrs Ist shift 0600 Hrs to 1400 Hrs, 2nd shift 1400 Hrs to 2200 Hrs & 3rd shift 2200 Hrs to 0600 Hrs including sunday & holiday in three shifts of 08 hrs (i.e. three shifts per day) by deploying one skilled Operator/Electrician in every shift including maintinance, such as gland packing, nuts,bolts etc. The installation mainly comprising of the following instrument/switch gears:-

(a) Centrifugal pump set electrical driven of capacity 40 HP-02 Nos. (b) -do- but 15 HP-02 Nos. (c) -do- but 7.5 HP-01 Nos (d) LT panel consisting MCCB and starter- 03 Nos. (e) Phase corrector panel -02 Nos. (f) RO plant complete, including valves, motors, filters etc. (g) Submerssible pump of capacity 05 HP along with panel and pressure switch- 01 Nos.

Notes for ser item Nos 1.00 to 5.00:- (i) The contractor shall deploy one skilled Operator/Electrician in every shift with ITI qualification alongwith Adequate experience in similar field. (ii) It is an express condition of the contract that tenderers are required to quote their rates duly considered minimum applicable as per policy wages of the tradesmen intended in the tender, as in force on the end date of bid submission. It shall be deemed that quoted rates are based on minimum wages notified by the concerned authority for the station i.e Govt of India/State Govt/Union Teritory, whichever is higher including all statutory provisions such as EPF, GST, ESIC , Bonus, labour welfare cess (LWC) and contractor's overhead & profits etc as applicable. (iii) In case the rates quoted by tenderer are less than the notified minimum wages as on bid submission end date including all statutory provisions such as EPF, GST, ESIC, Bonus, labour welfare cess (LWC) and contractor's overhead & profits etc as applicable, his tender will be treated as non-bonafide and will not be considered for Acceptance. In such case, the lowest tender shall be determined amongst valid/bonafide bids only. (iv) Tenderer's are is required to quote their rates upto two digits after decimal place or otherwise it will be considered by rounding off to two digits after decimal place. (v) Nil or ‘Zero’ quoting against OH & profit will be rated as non-bonafide.

(vi) In case of tie in amount between two or more bidder firms, the preference shall be given in order of following criterias:- (a) Class of contractor. (b) Work load return. (c) Financial soundness (as per solvency certificate issued by Bank). (vii) The timing of shift of 08 Hrs has been given in particlar item of BoQ which will be finally decided by the Engineer-in-Charge in consultation with user, accordingly the contractor shall provide the necessary manpower for operation of various items/installations. However, no extra payment for the same will be entertained by department at any stage. In this regards, the decision of the Accepting Officer shall be final, conclusive and binding. (viii) Increased wages including all other benefits in compliance of statutory provisions shall be paid to workers by the contractor. No other claim whatsoever shall be admissible on this account and the bidders shall consider this aspect while quoting their rates. It must be noted that in compliance of the statutory provisions, the increase will be passed over to the workers. (ix) Consumable item i.e Diesel (DHPP) and Engine oil will be issued by the department. The contractor shall collect and transport the same from E/M store yard to the requisite installations within 24 Hours at his own cost and arrangement. Proper record for issue & receipt of oil shall be maintained by the Engineer-in-Charge & contractor.

(x) The Contractor shall not pay wages lower than the latest notified minimum wages in force to their workmen/ tradesmen including all other benefits in compliance of statutory provisions. Bidders shall consider this aspect while quoting their rates. (xi) The contractor shall provide and deploy qualified and experienced operator per shift and no operator shall be allowed to work beyond 08 hours per day. (xii) The operator deployed by the contractor shall carry out minor repair/replacement of unserviceable parts as and when required by Engineer-in-Charge. The parts required shall be issued by the department free of cost through Baby Indent. (xiii) The manpower deployed by the contractor shall be responsible to maintain the installation neat & clean by cutting bushes & grass around the installation and thrown the same outside the MoD area. All cutters, digging and other tools required for cleaning shall be provided by the contractor. (xiv) Contractor shall be responsible to maintain Log books, Duty roster, earth test register, transformer oil test register, complaint slips, attendance register & breakdown register and repair/renewal of parts (spares) register as directed by Egineer-in-Charge. (xv) Contractor shall provide all necessary tools to operator required for routine and periodical check-ups. (xvi) Operator shall neither leave the installation without prior permission from JE/AGE E/M nor without proper handing taking over to the next shift operator (reliever).

(xvii) Duty Roster for detailment of Operators shall be approved by Engineer-in-Charge within Ist three days of every month and the same shall be kept on record and properly displayed at each installations with their photographs. (xviii) No payment of RAR/Final bill shall be made to the Contractor unless proof of payment of latest notified minimum wages to the operator/electrician through Cheque or RTGS/NEFT in their bank account is submitted by the Contractor to Engineer-in-Charge for verification. (xix) Contractor's quoted rates shall be deemed to include above mentioned provisions and nothing extra is payble to the contractor on any account. (xx) The contractor will arrange the earth tester & clamp meter, multimeter, LT & HT meggers, clamping tools, cutting tools, work in progress tape, triangle stand (orange colour) kept at each installation at their own arrangement and will check all the earthing of sub station for its serviceability in presence of JE E/M, Engineer-in-Charge and test report shall be submitted to the office of AGE E/M dully signed by the contractor or their rep and JE E/M on commencement of work for their record.

(xxi) For any damage to the installations due to negligence of operator such as loose connections, improper routine check up/maintenance etc; the contractor shall be held fully responsible to replace the same damage at his own cost all as directed by Engineer-in-Charge. (xxii) Original certificates regarding qualifications of Operators engaged in the work, police verification and identity proof shall be produced by the Contractor to the Engineer-in-Charge for verification and approval. (xxiii) Contractor shall provide new 2 x pairs uniform, 2 x pairs shoes, safety equipment like safety jacket safety boot, Helmet, gloves, safety belt etc to their workman/trademen. The cost of uniform and shoes etc are deemed to be includes in the rates quoted by contractor for M&O items. (xxiv) Tradesmen on duty will keep separate records of each installation including log sheet, earth register, serviceability register of plant and as directed by Engineer-in-Charge. (xxv) The contractor shall provide all the tools (multimeter, earth tester, megger, clamping tool, cutting tools, HT hand gloves, life safety jackets orange reflective, helmet, work in progress tape, triangle stand (orange colour), two pair uniform & shoes etc to electrician/tadesmen required for the routine check up and repair of equipment/switchgears installed at Sub Station.
