Supply, Installation and commissioning of fully automated Computerized SCADA

a) The tenderer must have supplied at least 01 No ( one number ) of Computerized RAKE Test Rig (or) similar nature of machines in last 05 years (five years) to indian railways (or) any other central (or) state organizations (or) PSU's of central or state government undertakings. b) Documentary evidence i.e, (i) copies of commissioning reports of such test rigs issued by the above organizations must be furnished along with their offers. (ii) copies of performance certificates of same equipment issued by consignee indicating satisfactory performance for the last two years from date of its commissioning. The offers without the documentary evidence at (i) & (ii) above shall be rejected summarily. c) Tenderers are advised to ensure submission of clause wise comments for the technical specifications in their offer as per format given in Annexure -A. If any deviations w.r.t the technical specifications, then the same to clearly specified in the remarks column and submit the justifications for deviations. Non submission of information/incomplete information/justifications for deviations, the offer shall be rejected summarily. No clarifications/correspondence will be sought/entertained in this regard.

In case, the tenderer participates as an authorized dealer, then the performance as required above shall be that of Principal (OEM) authorizing the agent or bidder for the same OEM. It may so happen that the agent/dealer has credentials of past supply for a different Principal/OEM, then it will not be considered as performance. For Authorised dealer, tender specific authorization from OEM has to be uploaded with bid.

a) The tenderers shall submit a copy of certificate stating that all their statements/ documents submitted along with bid are true and factual. Standard format of certificate to be submitted by the bidder is enclosed as Annexure-l. Non submission of above certificate by the bidder shall result in summary rejection of his/ their bid. It shall be mandatorily incumbent upon the tenderer to identify, state and submit the supporting documents duly self-attested/ digitally signed by which they/ he is qualifying the Qualifying Criteria mentioned in the Tender Document. It will not be obligatory on the part of Tender Committee/ Accepting Authority to scrutinize beyond the submitted document of tenderer as far as his qualification for the tender is concerned. b) The bidder shall be mandated to submit Annexure-I.

If you are not a MSE or a consortia of MSEs formed by NSIC, please indicate percentage of sub contracts in execution of this tender that will be from Micro and Small Enterprise (in percent of order value) with further breakup of MSE owned by SC/ST. (Information will be provided in % terms with 6 fileds; Micro owned by SC, Micro owned by ST, Micro owned by Others, Small industry owned by SC, Small industry owned by ST, Small industry owned by Others.

Restrictions under Rule 144 (xi) of GFRs-2017: a) I have read the clause regarding Restrictions under Rule 144(xi) of GFRs-2017 on procurement from a bidder of a country which shares a land border with India and as detailed in Tender Documents. b) I certify that this bidder is not from such a country or, if from such a country, has been registered with the Competent Authority. c) I hereby certify that this bidder fulfills all requirements in this regard and is eligible to be considered. (Wherever applicable, evidence of valid registration by the competent authority shall be attached). Note: If the tenderers are not agreeable to above declaration, they have to categorically mention about the disagreement in Techno Commercial Deviation.
