Hiring of Qualified Coordinating Agency for Forecasting Scheduling and Deviation Settlement of ONGC Wind Farm connected to Mulana PSS Distt Jaisalmer Rajasthan

Carrying out work as Qualified Controlling Agency (QCA) for Forecasting, Scheduling and Deviation Settlement (including submission of schedule, calculation of deviation, financial settlement DSM charge, liaisoning etc. as per SOW with SLDC) for ONGC’s 102.9 MW Wind Farm connected to Mulana PSS, Jaisalmer, Rajasthan in line with RERC regulation dated 14.09.2017 and RERC procedure for the implementation Framework on Forecasting and Scheduling for RE Generating Stations (Wind and Solar) dated 28.12.2017 and any subsequent amendment thereof.

(1) Bidder shall quote service charges rate per MW of ONGC’s installed capacity per month. ONGC’s present installed capacity is 102.9 MW comprising 49 machines of 2.1 MW each. In case one or more WTGs are decommissioned by ONGC at a later date rate for any reason and due to this, if there is reduction in installed capacity, QCA services shall be paid on the reduced/ revised installed capacity effective from the date of such reduction in installed capacity.

(3) Past Performance shall be evaluated by ONGC based on 2-year Average intra-state RE-DSM per MW installed RE-capacity across different PSS being handled by the bidder in Rajasthan in ₹/MW/month (P) and the same shall be incorporated in Column (vii) of price. The methodology for calculation of Past Performance shall be as under:

Aj = Average DSM per MW of intra-state RE-capacity across different PSS being handled by the bidder in Rajasthan for a specific month (₹/MW)

Aj = ΣDi/ΣCi

Di = RE-DSM of PSSi for a specific month (₹)

Ci = Intra-state RE-capacity of PSSi specific month (MW)

(4) The contract value for award of contract for period of three years shall be calculated by ONGC as under: Total Contract value = Rate per MW per month as per column ‘vi’ of price schedule x 102.9MW x 36 months

(5) Rates quoted by the bidder shall remain firm during entire period of the contract.

(6) Payment of service charges shall be made on quarterly basis to the QCA.

(7) Performance Parameters

In order to keep in check the performance of QCA, following penalty clauses shall be applicable on the service charges rate quoted by the bidder:

> 1 Paise / unit to <= 2 Paise / unit

> 2 Paise / unit to <= 3 Paise / unit

> 3 Paise / unit to <= 4 Paise / unit

> 4 Paise / unit

Till the yearly reconciliation, vendor shall raise the quarterly invoice on the basis of rate arrived as per performance parameter of Sr. No. 3 above (i.e. Rate for > 2 Paise / unit to <= 3 Paise / unit).

Every year, the payment for last (i.e. 4th) quarter shall be released only after reconciliation of deviation charges as per the performance parameter mentioned above.

After annual reconciliation, if it is noticed that QCA didn’t perform well and average annual deviation charges for PSS comes out more and the total annual charges payable to QCA based on the deviation charges for PSS, in any case is less than what is already paid to QCA during last three quarters, then QCA shall refund differential amount (from the amount already paid in past three quarters) to ONGC in the form of DD/NEFT/RTGS etc
