Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The Amount put to tender is inclusive of GST, Hence the Contractor should quote the rates including GST. The increase in GST shall not be paid in the extended period of contract for which the contractor is responsible.

The Conditions of the contract, Bid Document are published specifically for each works separately in KPP Portal as per Standard Tender document

The Contractor should quote the rates considering prevailing Minimum Wages as per Karnataka Minimum Wages act- 1954 & LD 411 LWA 2023 dated 22.05.2026. In case of quoted rates are less than minimum wages will be liable for rejection

If there is more than one number of eligible L1 bidders, then bidder selection will be done by lottery process at Division office level and the decision of the tender inviting authority is final in this regard.

The duration of the agreement is for a period of 12 months Retrospectively with effect from 01.04.2026 to 31.03.2027.

The Tenderer should be a single business entity and may either be a proprietorship Firm, or company, or partnership firm, or Limited Liability Partnership firm, or Society which is registered under the relevant statutory law

Group of single business entities (Consortium) is not allowed to participate in this tender process

The Tenderer should have a Registered/ Branch Office in Karnataka If in corporate elsewhere, should have necessary permission/license to operate in Karnataka and the personnel proposed to be deployed for the services should be conversant in Kannada language

The Tenderer should be in similar business of providing manpower services for at least 3 (three) financial years preceding the last date for submission of Tenders

The Tenderer should hold a valid license issued by the Labour Department under Contract Labour (Regulation & Abolition) Act, 1970

The Tenderer should have the following registrations:Registration with the Department of Labor, Registration under Employees Provident Funds and Miscellaneous Provident Act,1952, Registration under Employees State Insurance Act,1948, Registration under the Goods and Service Tax (GST), Registration under Professional Tax, Registration under the Shops and Commercial Establishments Act,1961

The Tenderer should not be in default with respect to statutory payments such as contribution to ESIC, and contributions to EPFO and a declaration to this effect is required to be submitted by the Tenderer

The Tenderer should provide the requisite number of manpower/personnels required for the services as specified in Appendix G

Tenderer must not be insolvent, in receivership, bankrupt are being wound up, not have its affairs administered by a Court or Judicial Officer, not have its business activities suspended and must not be the subject of legal proceeding for any of these reasons

Technical Capacity:The Tenderer should have successfully provided manpower services or similar services i.e i.e Supply of Computer operator/Driver/Watchman/Peon & Equivalent for any Central/ State Govt/ Semi Govt/ PSU/ reputed company established under the Companies Act, 1956 or 2013 during the last three Financial Years i.e Financial Years 2025-26, 2024-25 and 2023-24 preceding the last date for submission of Tenders such that the total / combined manpower deployed are not less than 2 Persons/User

Financial Capacity: a) The Tenderer should have a positive Net worth of Rs 2.87Lakhs as at the end of the most recent completed financial year preceding the last date for submission of Tenders (i e Financial Year 2025-26)

b) The Tenderer should have minimum Average Annual Turnover of Rs 22.94Lakhs from the last three completed financial Years preceding the last date for submission of Tenders (i e Financial Years 2025-26, 2024-25 and 2023-24

c) The Tenderer should have credit facility of not less than Rs.2.87 Lakhs of credit line or letters of credit from the banks meeting the fund requirement
