Eligibility Criteria

The Cover-I (Technical bid) will be opened first and thereafter Cover-II (Financial bid) of only those bidders who fulfill the pre-qualification criteria and other conditions

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The Technical bids of all bidders who have up loaded the tender along with all relevant documents and produced the original documents for verification will be considered in the technical evaluation. Further the lowest bidder (L1), highest bid scorer can be determined amongst the other responsive bidders. However, prior to awarding of the work, the successful bidder (L1) would be asked to produce the original documents in support of the uploaded documents to enter into agreement. If the successful bidder does not produce the original documents and establishment of an office as stated above, for entering into a agreement, then his bid will be treated as non-responsive bid as per clause 26 (A) of the KTPP Rules. The names of the bidders who do not produce the original documents will be removed from select list of KNNL enrolment and barred from participation in any of the tenders to be invited by KNNL, apart from forfeiting the EMD, paid through e-cash

A proposal scoring the minimum technical score of 75 out of possible score of 100 will be deemed to be technically responsive. Others will be rejected and their financial bids will not be opened.

Financial Proposals of all the technically responsive bids will be opened and evaluated. Combined evaluation of technical and financial proposals will be carried out in the following manner be technically responsive. Others will be rejected and their financial bids will not be opened

The intending bidders are advised to visit the site of work before submitting their tenders

Before completion of work the intending bidders should hand over all soft copies like Word, Excel, ppts, Pdf, and Autocad other formats as instructed by Engineer in charge of work

If any of the dates mentioned above happens to be a general holiday, the next working day holds good

Conditional tenders are liable to be rejected. The officer competent to accept the tender shall have the right to reject any or all the tenders without assigning any reasons whatsoever

Corrigendum will be published in the website http//www.KPPP.karnataka.gov.in for all modifications, corrections, if any

Topographical errors, if any, will not be ground for any claims by the Consultant

Tenders from joint ventures are not acceptable

During the time of technical evaluation, if the employer finds that any certificate/information furnished is false, such bidders will be disqualified and barred from participating in the bid

The tender is required to ensure browser compatibility of the computer well in advance until the last date and time for the receipt of tenders. The department shall not be responsible for non- accessibility due to internet connectivity issues and technical glitches

The tenderer has to produce all the relevant documents as indicated in bid document, in original during the opening of technical bid is mandatory.

In case of the death of consultant after executing /commencement of work, his legal heir, if an eligible registered Consultant and willing can execute the work at the rates irrespective of the cost of work

The procurement entity may debar tenderers, for a period not exceeding three years from participation in its tenders, following such procedure as may be prescribed on the ground that tenderer is engaged in corrupt or fraudulent practices in competing or executing the contract including misleading the procuring entity at any stage of procurement activity with a fraudulent intention.

If the percentage quoted by contractor for the work Is below 90% of the estimated amount put to tender or recast amount put to tender of the department, then the contractor shall furnish an additional performance security in the form of Bank Guarantee for an amount equivalent to the difference between the cost as per quoted percentage and 90% of the estimated amount put to tender or recast amount put to tender. In case of contractor quotation rates above 125% of the estimated rates then the amount over and above 125 percent will be withheld during the progress of work. The additional performance security will be released proportionately to the bill amount till the contractor achieves progress of the entire cost of the work as per the agreement

The intending Consultant should note that, if any of the lands (either in part/parts or in whole) required for the work is not yet acquired by the Nigam, it shall be the responsibility of the consultant to take possession of such land by consent from the owners before commencement of the work at no extra cost to the Nigam & no claims whatsoever relating to non availability of lands would be entertained

The officer competent to accept the tender shall have the right to reject/cancel any or all the tenders without assigning any reason whatsoever

The Intending bidder should have satisfactorily completed as a prime consultant, at least one similar work of Pressurized irrigation pipe network of length not less than 50 Km costing not less than 50 percent of the amount Put to work that is Rs.16.11 Lakhs during Last Five Financial years reckoned back from 2026-27 (i,e work executed during 2021-22 to 2025-26 will be considered) The work done certificate should be issued by an officer not below the rank of Executive Engineer of the concerned Division/Equivalent officer. The cost will be updated to the present value by giving a weight age of 10 percent per annum. Note: One similar works means should have experience in survey, investigation, preparation of detailed project report preparation of Design, Drawing, Estimates Draft tender documents for implementation of lift irrigation scheme followed by Pressurized irrigation pipe network.

Others -- work done certificate.

The Intending bidder should have satisfactorily completed as a prime consultant, at least one similar work of Pressurized irrigation pipe network of length not less than 50 KM during last 5 Financial years reckoned back from 2026 to 27 (i.e, work executed during 2021-22 to 2025-26 will be considered) The work done certificate should be issued by an officer not below the rank of Executive Engineer of the concerned Division Equivalent officer. Note should have experience in survey, investigation, preparation of detailed project report preparation of Design, Drawing, Estimates Draft tender documents for implementation of lift irrigation scheme followed by Pressurized irrigation pipe network a) more than 50 Km to 75 Km - 5 b) more than 75 Km to 100 K -10 c) more than100 Km-20.

The Intending bidder should have in the last five financial period (i,e 2021-22 to 2025-26) achieved in at least two financial years, an average annual financial turnover of Rs. 32.19 Lakhs i.e APT.The financial turnover shall be certified by the registered Charted Accountant, All Documents/Certificates issued by Charted Accountant should have a UDIN generated through the ICAI Portal, Any Such Certificate without UDIN shall not be considered and shall be treated as invalid document. Financial turnover of previous year shall be given a weight age of 10% per year to bring them to the price level of the FY 2026-27

Detailed survey by using Total Station survey equipment, investigation for fixing up of the techno-economical alignment of Gravity Distribution network for covering a ICA including examining all the possible alternatives, submission of alignment proposal along with plan, L-section, drawings, transferring the approved alignment on ground including providing soft copies etc., complete as directed by the Engineer in charge

Earthwork excavation for trial pits/borrow pits and other investigation works in all kinds of soil including boulders upto 30 cm dia and disposing off excavated soil as directed with all lead and lift etc., complete as directed by the Engineer in charge.

Earthwork excavation for trial pits/borrow pits/dog bailing to the required section including disposing off excavated material etc., complete with all lead and lifts.etc., complete as directed by the Engineer in charge.2c.in soft rock and hard laterite with or without blasting

Preparation of designs, estimates and Drawings for pumping machinery, pump house electrical works comprising selection of suitable type of pumps, motors, arriving capacity of pumps based on pump head and discharge, starters, H T panels etc. complete for Malkhed Lift Irrigation Scheme as directed by Engineer-in-Charge.

Preparation of designs, estimates and Drawings for electrical substation, terminal bay including civil works etc. complete for Malkhed Lift Irrigation Scheme as directed by Engineer-in-Charge.

Preparation of design, drawings and estimate for Intake canal, fore bay and its appurtenant works etc., complete Malkhed LIS as directed by Engineer-in-Charge.

Preparation of Package Estimate for implementation of scheme comprising, Lift HW , RM, JW cum PH, EMW, DC,GPDN and other appurtenant works for mALKHED LIS by lifting water from Kagina River for providing irrigation facility in Chittapur AC, kalaburgi Dist on lump sum Turn-key basis including O and M of scheme for 5 years from date of commissioning obtaining clearance from TSC and ERC successfully etc. complete as per specifications and direction of Engineer-in-charge

Preparation of Bid Document for implementation of the scheme comprising, Lift HW, RM, JW cum PH, EMW, DC, GPDNand other appurtenant works for Malkhed LIS by lifting water from Kagina River for providing irrigation facility in Chittapur AC, kalaburgi Dist on lump sum Turn-key basis including O and M of the scheme for 5 years from the date of commissioning including obtaining clearance from TSC and ERC successfully etc., complete as per specifications and directions of the Engineer - in -charge.

Preparation and submission of village wise Land acquisition proposals for lift head works comprising Intake canal, jack well cum pump house, electrical substation, dumping yard, operator quarters, raising main, delivery chamber including procuring Revenue survey maps and Record of rights from revenue authority and submission of LAQ proposal in standard formats duly marking the approved alignment on revenue survey maps in seven sets complete as directed by the Engineer- in-Charge
