1 The bidder must indicate the currency of quotation.
2 Value declared for LIH purpose must be given as per the relevant Unit of Measurement indicated/provided at different places in the Price Format. SET (ST) means two tools i.e., one equipment/tool with an identical backup.
3 If any of the group is not to be quoted the corresponding cell in the Price Format Cover Page shall be clearly marked 'Not Quoted' from the drop down menu.
4 Price shall be quoted only as per the Price Format given in the tender document. Price for all essential tools required for a group must be quoted. Exclusion of any tools, save advanced tools, required for a group shall lead to rejection of offer. No separate charges shall be applicable for accessories of units / tools other than those specified in this Price Format.
5. Operating and Standby day rates:
5.1 Operating and Standby Rates shall be paid pro-rata to the nearest hour.
5.2 Operating and Standby day rates of Surface Recording System (LWD Unit) include corresponding charges of dedicated accessories associated with it. Day rates indicated above will be inclusive of personnel charges, equipment/ tool charges and any other services, spares and consumables as may be required to complete the job. Operating day rate includes depth charges, survey charges, high angle charges, high-resolution charges, engineer/specialist charges and all other charges for carrying out operations as specified in the Contract. No separate charges for the crew is payable.
5.3 Above rate will be payable on the basis of actual services rendered. The number of days indicated in Work Load sheets is for evaluation purpose only. Payment shall be made on the basis of actual number of operating/standby days / occasions.
5.4 Limits on Standby/Operating Day Rates:
5.4.1 Quoted Operating Day Rates / Standby Day Rates for the Surface Recording System should not exceed 30% of the sum of the of corresponding operating / standby day rates of one set each of the following tools

5.5.2 Quoted Standby Day Rate of a unit/tool shall not exceed 50% of the corresponding Operating Day Rate of the same unit / tool and shall not be lower than 30% of the corresponding Operating Day Rate of the same unit/tool.
6. Mobilization / De-mobilization Charges:
6.1 Limit on Mobilization Charges of unit: Quoted mobilization charges for LWD Unit shall not exceed the lowest of 3 days’ standby day rate of unit. Demobilization charges of the unit should not exceed the quoted mobilization charges.
6.2 Limit on Mobilization Charges of tool: Quoted mobilization charges for tool shall not exceed the lowest of 15 days’ standby day rate of the same tool. Demobilization charges of the tool should not exceed the quoted mobilization charges.
6.3 100% of mobilization charges of units and tools shall be taken into evaluation (for units/tools to be imported) except for short duration and advanced services as shown in the evaluation sheets. 450% of quoted mobilization charges shall be taken into evaluation for short duration and advanced services as shown in the evaluation sheets. However, for the short term tools available in India, if a bidder confirms in its price bid that these tools shall be made available throughout the contract period in India then mobilization charges for such tools shall not be taken into evaluation (the same is in-built in price evaluation sheet) and also no mobilization charges shall be payable for such tools.
6.4 15% of de-mobilization charges of units and tools shall be taken into evaluation except for short duration and Specialised services as shown in the evaluation sheets. 450% of quoted de-mobilization charges shall be taken into evaluation for short duration and Specialised services as shown in the workload / evaluation sheets.
6.5 No mobilization charges shall be payable for the unit(s)/tool(s) available in India( it is embeded in evaluation sheets). No mob charges shall be payable for units/tools re-mobilized if these units/tools are available in India.
6.6 For tools and services ‘Not Applicable’ with respect to the quoted Group, the corresponding cell(s) should be marked ‘NA’.
6.7 If part(s) of a unit or tool is required to be demobilized, in the event of tool damage, de-mobilization charges prorated for the part(s) shall be payable on the basis of value declared for LIH (If available for parts) or on the basis of FOB, where separate FOB is available for part(s).
7. Customs/Concessional duty: In case of items quoted against this tender are available in India which were imported in the name of ONGC against previous contract(s), it is the responsibility of the CONTRACTOR to get the items transferred in the name of the CONTRACTOR and arrange Customs clearance for their overstay for the proposed contract. The bidders would need to confirm and give an undertaking that all the equipment & tools for deployment against the proposed Contract would be imported on Re-export basis. All required Custom formalities (filing of IGM, identification on 100% examination of goods and as per latest EXIM Policy on submission of re-export bond etc.) would be complied with for imports under re-export basis and the bidder would be responsible for having complied with all Custom formalities.
8 For items required on as and when required basis (marked 'S' in the evaluation sheets), evaluation of mob charges shall be made irrespective of availability of such items in India. However, if a bidder confirms that such items shall be made available in India for the entire duration of contract including that for initial mobilization without any additional charges, then MOB CHARGES for such items will not be taken into evaluation. The list of such items for short term use must be indicated wise in their bid.
9 (i).The Quoted price of LDGRL12 should not be more then the Quoted price of LDGRI12.
10 Other Conditions:
11 For GST refer relevant Clauses in GCC/SCC/ITB/BEC.
12 Quantity of units/tools along with UM must be carefully filled up in the relevant sheets as per the formats.
13 Charges for pre-test/dry test for FPWD tools shall not be paid separately and should be built in the quoted rates irrespective of the no. of pre-test / dry tests
14 Due care and caution must be exercised while quoting rates so that the bids are compliant with various stipulations, conditions and limits set out in the tender. If a bidder has confirmed compliance of various stipulation /limit/ condition(s) set out in the tender in the techno-commercial bid but the stipulation/condition/limit is not satisfied in the price bid, the bid will be evaluated and ranked restricting the charges/amounts upto the specified limit. Rates under the contract to be awarded shall also be restricted to the extent that the stipulation/condition/limit is/are satisfied without increasing any of the quoted rates.

23 Twenty three
1 The bidder must indicate the currency of quotation.
2 Value declared for LIH purpose must be given as per the relevant Unit of Measurement indicated/provided at different places in the Price Format. SET (ST) means two tools i.e., one equipment/tool with an identical backup.
3 If any of the group is not to be quoted the corresponding cell in the Price Format Cover Page shall be clearly marked 'Not Quoted' from the drop down menu.
4 Price shall be quoted only as per the Price Format given in the tender document. Price for all essential tools required for a group must be quoted. Exclusion of any tools, save advanced tools, required for a group shall lead to rejection of offer. No separate charges shall be applicable for accessories of units / tools other than those specified in this Price Format.
5. Operating and Standby day rates:
5.1 Operating and Standby Rates shall be paid pro-rata to the nearest hour.
5.2 Operating and Standby day rates of Surface Recording System (LWD Unit) include corresponding charges of dedicated accessories associated with it. Day rates indicated above will be inclusive of personnel charges, equipment/ tool charges and any other services, spares and consumables as may be required to complete the job. Operating day rate includes depth charges, survey charges, high angle charges, high-resolution charges, engineer/specialist charges and all other charges for carrying out operations as specified in the Contract. No separate charges for the crew is payable.
5.3 Above rate will be payable on the basis of actual services rendered. The number of days indicated in Work Load sheets is for evaluation purpose only. Payment shall be made on the basis of actual number of operating/standby days / occasions.
5.4 Limits on Standby/Operating Day Rates:
5.4.1 Quoted Operating Day Rates / Standby Day Rates for the Surface Recording System should not exceed 30% of the sum of the of corresponding operating / standby day rates of one set each of the following tools

5.5.2 Quoted Standby Day Rate of a unit/tool shall not exceed 50% of the corresponding Operating Day Rate of the same unit / tool and shall not be lower than 30% of the corresponding Operating Day Rate of the same unit/tool.
6. Mobilization / De-mobilization Charges:
6.1 Limit on Mobilization Charges of unit: Quoted mobilization charges for LWD Unit shall not exceed the lowest of 3 days’ standby day rate of unit. Demobilization charges of the unit should not exceed the quoted mobilization charges.
6.2 Limit on Mobilization Charges of tool: Quoted mobilization charges for tool shall not exceed the lowest of 15 days’ standby day rate of the same tool. Demobilization charges of the tool should not exceed the quoted mobilization charges.
6.3 100% of mobilization charges of units and tools shall be taken into evaluation (for units/tools to be imported) except for short duration and advanced services as shown in the evaluation sheets. 450% of quoted mobilization charges shall be taken into evaluation for short duration and advanced services as shown in the evaluation sheets. However, for the short term tools available in India, if a bidder confirms in its price bid that these tools shall be made available throughout the contract period in India then mobilization charges for such tools shall not be taken into evaluation (the same is in-built in price evaluation sheet) and also no mobilization charges shall be payable for such tools.
6.4 15% of de-mobilization charges of units and tools shall be taken into evaluation except for short duration and Specialised services as shown in the evaluation sheets. 450% of quoted de-mobilization charges shall be taken into evaluation for short duration and Specialised services as shown in the workload / evaluation sheets.
6.5 No mobilization charges shall be payable for the unit(s)/tool(s) available in India( it is embeded in evaluation sheets). No mob charges shall be payable for units/tools re-mobilized if these units/tools are available in India.
6.6 For tools and services ‘Not Applicable’ with respect to the quoted Group, the corresponding cell(s) should be marked ‘NA’.
6.7 If part(s) of a unit or tool is required to be demobilized, in the event of tool damage, de-mobilization charges prorated for the part(s) shall be payable on the basis of value declared for LIH (If available for parts) or on the basis of FOB, where separate FOB is available for part(s).
7. Customs/Concessional duty: In case of items quoted against this tender are available in India which were imported in the name of ONGC against previous contract(s), it is the responsibility of the CONTRACTOR to get the items transferred in the name of the CONTRACTOR and arrange Customs clearance for their overstay for the proposed contract. The bidders would need to confirm and give an undertaking that all the equipment & tools for deployment against the proposed Contract would be imported on Re-export basis. All required Custom formalities (filing of IGM, identification on 100% examination of goods and as per latest EXIM Policy on submission of re-export bond etc.) would be complied with for imports under re-export basis and the bidder would be responsible for having complied with all Custom formalities.
8 For items required on as and when required basis (marked 'S' in the evaluation sheets), evaluation of mob charges shall be made irrespective of availability of such items in India. However, if a bidder confirms that such items shall be made available in India for the entire duration of contract including that for initial mobilization without any additional charges, then MOB CHARGES for such items will not be taken into evaluation. The list of such items for short term use must be indicated wise in their bid.
9 (i).The Quoted price of LDGRL12 should not be more then the Quoted price of LDGRI12.
10 Other Conditions:
11 For GST refer relevant Clauses in GCC/SCC/ITB/BEC.
12 Quantity of units/tools along with UM must be carefully filled up in the relevant sheets as per the formats.
13 Charges for pre-test/dry test for FPWD tools shall not be paid separately and should be built in the quoted rates irrespective of the no. of pre-test / dry tests
14 Due care and caution must be exercised while quoting rates so that the bids are compliant with various stipulations, conditions and limits set out in the tender. If a bidder has confirmed compliance of various stipulation /limit/ condition(s) set out in the tender in the techno-commercial bid but the stipulation/condition/limit is not satisfied in the price bid, the bid will be evaluated and ranked restricting the charges/amounts upto the specified limit. Rates under the contract to be awarded shall also be restricted to the extent that the stipulation/condition/limit is/are satisfied without increasing any of the quoted rates.
