Government hospitals and medical institutions procure everything from syringes to MRI machines through tenders. With India building new AIIMS, upgrading district hospitals, and expanding PM-ABHIM (Ayushman Bharat Health Infrastructure Mission), medical equipment procurement is growing at 15–20% annually.
Who Buys Medical Equipment?
- AIIMS (7 existing + 22 new) — high-value diagnostic and surgical equipment
- State medical colleges — 300+ across India, each procuring independently
- District hospitals — upgraded under NHM (National Health Mission)
- CGHS — Central Government Health Scheme dispensaries
- ESIC hospitals — Employees' State Insurance Corporation network
- Armed Forces Medical Services — military hospitals and field units
- State medical corporations — TNMSC, KMSCL, AP Medical Services Corporation
Types of Medical Tenders
- Capital equipment — CT scanners, MRI machines, X-ray units, ventilators, OT equipment (₹10 lakh to ₹10 crore+)
- Consumables — gloves, syringes, sutures, IV sets. High-volume, recurring procurement.
- Diagnostic equipment — lab analyzers, pathology equipment, ultrasound machines
- Furniture and fittings — hospital beds, ICU beds, trolleys, cabinets
- IT systems — Hospital Management Systems (HMS), telemedicine, PACS
- Drugs and pharmaceuticals — centralized procurement through state medical corporations or GeM
Regulatory Requirements
- CDSCO registration — medical devices must be registered with the Central Drugs Standard Control Organisation. Import licence for imported equipment.
- BIS certification — some medical devices have mandatory BIS standards.
- WHO-GMP — for pharmaceutical tenders, WHO-GMP certification is often mandatory.
- Free Sale Certificate — proves the product is freely sold in the country of manufacture.
- NABL accreditation — for lab equipment, NABL-certified lab results may be required as proof of performance.
Rate Contracts
The TNMSC model — where a state medical corporation negotiates rates for the entire state — has been widely replicated. Vendors on rate contracts get guaranteed orders from all government hospitals in the state without fresh bidding for each order.
GeM also runs medical product rate contracts. Getting on a GeM RC for medical consumables provides steady government business for 1–2 years.
Tips for Medical Equipment Vendors
- Maintain CDSCO registrations for all your products — expired registration means ineligible bid
- Provide comprehensive AMC (Annual Maintenance Contract) pricing in your bid — this is often evaluated alongside equipment cost
- Hospital procurement committees value after-sales service and spare parts availability heavily
- For imported equipment, have local service engineers. Tenders often require “resident engineer” support.
