- BOT (Build-Operate-Transfer) — toll-based or annuity. Less common now as HAM has replaced most BOT tenders.
- Item rate contracts — used by state PWDs and PMGSY. Payment based on measured quantities.
Typical PQ Criteria
NHAI PQ requirements are rigorous:
- Net worth — minimum 25% of estimated project cost
- Annual turnover — minimum 20% of estimated cost per year for last 5 years
- Similar work experience — road/highway construction of similar scale and specifications
- Equipment — ownership or confirmed availability of hot-mix plants, pavers, rollers, excavators
- Key personnel — project director, construction managers, quality control engineers with relevant experience
PMGSY requirements are lower, making it a better entry point for smaller contractors.
Entry Strategy for New Contractors
- Start with PMGSY — rural road contracts of ₹2–5 crore. PQ is accessible for Class III/IV registered contractors.
- Build to state highways — ₹10–50 crore contracts from state PWDs.
- Joint ventures for NHAI — partner with an established highway contractor as a JV member. Build NHAI experience.
- Target maintenance tenders — road maintenance/resurfacing contracts have lower PQ than new construction.
