Rooftop solar is no longer a niche line item in energy departments. PM-Surya Ghar: Muft Bijli Yojana has an approved outlay of ₹75,021 crore and targets rooftop solar installations for one crore households. That scale changes the work around the programme: surveys, empanelment, consumer onboarding, inspections, net-metering, installation quality, and after-sales support all start to matter.
Where Rooftop Solar Tenders Come From
- Discoms — empanelment of vendors, consumer aggregation, inspections, net-metering support, and feeder-level coordination.
- State renewable agencies — residential, institutional, school, and government building rooftop programmes.
- Municipal bodies — rooftop systems for offices, pumping stations, schools, hospitals, and public buildings.
- PSUs and railways — rooftop and carport solar on depots, stations, workshops, warehouses, and campuses.
- Central institutions — universities, hospitals, research centres, and defence establishments with captive demand.
What the Work Usually Includes
- Survey, design, supply, installation, testing, and commissioning of grid-connected rooftop solar systems
- Solar modules, inverters, mounting structures, DCDB/ACDB, cables, earthing, lightning protection, and safety signage
- Net-metering facilitation, consumer onboarding, mobile apps, warranty portals, and subsidy workflow support
- O&M contracts with generation guarantees, cleaning schedules, remote monitoring, and complaint resolution
- Hybrid packages combining rooftop solar with battery backup, EV charging, or energy efficiency upgrades
Pre-Qualification Checklist
- MNRE and discom empanelment — many tenders require state-specific registration before bid submission.
- Past capacity installed — keep completion certificates by kW/MW, location, buyer, and commissioning date.
- Product compliance — match module, inverter, warranty, DCR, ALMM, and safety requirements exactly.
- Service footprint — residential programmes value local teams because site visits and complaint handling are frequent.
- Financial capacity — subsidy-linked projects can strain working capital if documentation or inspection is delayed.
How to Find the Right Notices
Do not look only for large solar EPC packages. In residential rooftop programmes, the valuable notices are often labelled as vendor empanelment, consumer survey, net-metering support, inspection agency, O&M, or government building rooftop work. A good weekly review should include discoms, state renewable agencies, municipal corporations, and PSU campuses.
