Government procurement follows a predictable annual cycle. Understanding when tenders are published, when budgets are allocated, and when departments rush to spend helps you plan your tendering activity and be ready when opportunities peak.
The Annual Procurement Cycle
- February — Union Budget presented. Ministry-wise allocations announced. State budgets follow in February–March.
- March — year-end spending rush. Departments utilise unspent budget through urgent procurements and direct purchases on GeM.
- April–May — new financial year begins. Detailed budget allocation to regional offices. Annual procurement plans finalised. First wave of tenders published.
- June–August — peak tendering season. Maximum number of new tenders published as departments execute annual procurement plans.
- September–November — evaluation and award phase. Tenders published in Q1 are being evaluated. Second wave of tenders for remaining budget.
- December–January — revised estimates. Departments assess spending. Additional tenders for under-utilised budget or new priorities.
Portal-Specific Patterns
- CPPP — central government tenders peak in April–July. Pre-bid meetings concentrate in May–June.
- GeM — consistent throughout the year for goods. Services peak in April–June (annual contracts) and March (renewals).
- State portals — follow state budget cycles, typically 1–2 months behind central. PWD tenders peak before and after monsoon.
- Defence (CPPP) — capital acquisition tenders concentrate in September–January as Annual Acquisition Plans are finalised.
Effective Tender Tracking
- Set up keyword alerts — configure alerts for your product/service keywords on Tenderkart, CPPP, and relevant state portals
- Monitor specific organisations — if you supply to railways, track IREPS daily. If healthcare, track CGHS and state medical corporations.
- Check corrigenda daily — for tenders you're actively bidding on, check the portal every day until submission deadline
- Track results — even for tenders you didn't bid on, tracking who won and at what price builds your market intelligence database
Timing Your Preparation
- Renew all certifications in January — before the April tender rush. Don't let an expired certificate cost you a bid.
- Get audited financials done by June — most PQ requires latest audited balance sheets. Delayed audits mean missed tenders.
- Obtain BGs and financial instruments before peak season — banks get busy with BG requests during April–June. Pre-approved limits help.
- Update your GeM catalog quarterly — pricing, stock availability, and product specifications should reflect current capabilities.
