RequiredBidder should be registered under company act in India. Bidder should submit copy of proof of registration

OptionalBidders with experience of providing similar projects to Health universities shall be preferred
RequiredBidders should have experience of peripheral scanning (scanning at multiple locations) of answer booklets in at least 5 centers and transmission of scanned answer booklets to at least 10 evaluation centers for any single session of examination during last three years
OptionalExperience of transmission of scanned answer booklets for home evaluation shall be given preference
RequiredThe bidder should have experience of similar projects for any single State Govt. Affiliating University/Board for at least 20 lakh answer booklets and cumulative count of at least 40 lakh answer booklets from all clients in any one year from last three years
RequiredBidder should submit copy of Purchase order/MoU with proof of work completion/execution from competent authority of the University/client
RequiredDue to security reasons, the University decides that the scanned and the evaluated data is required to be hosted and stored out of Government /University owned Data Centers, then such a kind of service deployment should be made possible by the Bidder
RequiredThe bidder should have delivered similar project with of minimum value of Indian Rupees Five crores with a single client OR three crores each from two clients in a year from last three years. Bidder should submit proof of delivery value. RequiredThe Bidder should be registered with appropriate tax authorities such as income Tax, GST etc. The bidder should submit copies of GST Certificate, PAN, last 3 years ITRs.
RequiredThe Bidder should have a minimum average annual turnover of at least Rs. 30 Crores for last three years of operation from examination software related business (excluding hardware components) in India. Bidder should submit audited balance sheet for the last three financial years (2023-24, 2024-25 and 2025-26) along with CA certificate. Group turnover shall not be considered
RequiredThe bidder must not have any instances of blacklisting by any Govt. Organisation/PSUs/Universities or institutions
RequiredThe Bidder should have experience of executing similar projects for at least three universities, each with a minimum of 100000 students per year. Bidder should submit copy of Purchase order/MoU with proof of work completion/execution from competent authority of the University/client
RequiredThe Bidder should have minimum 50 technical and administrative staff on its payroll as on tender publishing date. Bidder should submit copy of registration along with list and proof of the staff on its payroll

RequiredThe proposed software should have CERT-In certified. Bidder should submit copy of security audit CERT-In certificate
RequiredThe bidder should apply for CERT-In certificate before commencement of work as per the scope mentioned in the tender document within 4 weeks from the date of issue of firm order and/or entering contract
RequiredBidders should have obtained all the documents such as PO/MoU before the date of publishing the tender
RequiredConsortium / Joint Venture is not allowed. All documentary submissions will have to be those of the bidding entity only
RequiredThe bidder should submit duly notarized affidavit declaring compliance to all eligibility criteria and scope of the tender as mentioned in this tender document on a Rs. 100/- stamp paper. The affidavit must list and include all eligibility criteria as per this tender document.
