Eligibility Criteria

Tendering by the Joint Venture will not be allowed.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

During the time of technical evaluation, if the employer finds that any certification / information furnished is false, such bidders will be disqualified and barred from participation in the bid.

If any bidder fails to satisfy the conditions mentioned at Para 1.1 to1.9 above, such bids shall be rejected.

The intending bidders are advised to visit the site of work before submitting their tenders. The bidder is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The departments shall not be responsible for non-accessibility of KPP Procurement portal due to internet connectivity issues and technical glitches at bidders end.

The successful bidder on call Attention/Intimation has to produce the original Certificate/Documents for verification. Such contractor who does not produce the original Certificate/Document would be liable for rejection & EMD forfeited.

The bid shall be technically evaluated based on the specifications indicated in Contract Data and Scope of work in bid document.

Any bidder who is otherwise technically qualified withdraws from the bidding process at any stage before a final decision is taken on the tender, the EMD of such bidder shall be forfeited, the name of such bidder shall be removed from the category list of contractors at least for a minimum period of one year in KNNL, besides making such bidders liable for blacklisting.

The bidders required to submit the breakup of price in support to this quote. In the absence of such information the cost of individual component shall be worked out in proportion to the estimate.

The Contractor is responsible for any damages due to natural calamity the Government or Nigam will not give any compensation for.

The Bidder shall be responsible for successful performance of the contract

The Bidder to participate in the tender under single bid basis only. Any violation will attract disqualification of the bid.

The contractor/authorized signatory should attach his/her scanned signature to the schedule-B before uploading and also submitting their tenders

The necessary certificates/documents in support of eligibility criteria fulfilled as stipulated shall be scanned and attached to their e-tender documents. The Original certificates/documents shall be produced if necessitates.

All works are to be carried out as per standard specification issues from time to time. IRC and as per relevant IS Codes.

Conditional tenders are liable to be rejected. The officer competent to accept the tender shall have the right to reject any or all the tenders without assigning any reason whatsoever.

The payment of bills is dependent on the availability of funds in the department/Nigam. However nonpayment of regular monthly bills should not be a reason for stoppage of rendering Man Power Services.

If the percentage quoted by contractor for the work is below Ninety percent (90%) of the amount put to tender (updated cost as per CSR) then the successful contractor shall furnish an additional performance security in the form of bank guarantee for an amount equivalent to the difference between the cost as per quoted percentage and Ninety percent (90%) of the amount put to tender (updated cost as per CSR) before executing the agreement. In case of contractor quoting the percentage above One Hundred and twenty five percent (125%) of the amount put to tender (updated cost as per CSR) then the amount over and above One Hundred and twenty five percent (125%) of the amount put to tender (updated cost as per CSR) will be withheld during the progress of work.

Considering the availability of funds, the bill of the agency will be paid. But before this, the tenderer should take care to supply adequate water to the notified crops. With proper water management and upon ascertaining the same, the bills of the tenderer shall be paid.

In case of delay in the payment of employee by the Nigam the payment should be made by the agency on their own. Reasons for delay in the payment of salary of employees should not be thrust / attributed to the Nigam

Typo-graphical errors (if any) will not be the ground for any claims by the Contractor

The tenderer has to ensure browser compatibility of the computer well in advance well before the last date and time for receipt of tenders. The Nigam (KNNL)/Department shall not be responsible for non accessibility of e-procurement Portal due to internet connectivity issues, any technical glitches or any other issues

The evaluation will only be done based on the information provided by the contractor as uploaded in the KPP-portal.

The tender processing charges paid by the bidders are non-refundable, even if the tenders are cancelled.

The Contractor/Firm shall send the authorization letter of their representatives, duly attested by their signature while participation during opening of bids.

Tenders will be opened on the due date in presence of the contractors or their authorized representatives.

The intending bidders should note that, if any of lands either in part /parts or in whole required for the work is not acquired by the Nigam, it shall be the responsibility of the bidder to take possession of such land and start the work by consent of the land owners before commencement of work at no extra cost to the Nigam and no claim / delays whatsoever relating to on account of non availability of land would be entertained.

Department has no binding/obligation for providing quarters or any civic amenities for the accommodation of workers provided by the agency.

The contractor should mention their recent correct postal address and e-mail address in the declaration form.

They should abide by the directions of Government towards recovery of 1% (or as modification by Government from time to time) cess from the contractors bill under the provision of building and construction work welfare cess act-1996.

Each of the documents uploaded to the KPP -portal should be self-attested by the Consultant or an authorized representative in case of firm/company

1%of labour cess as per provision of building and the construction works welfare Act 1996 will be recovered from each running bill of the contractor.

Any modifications/addendum for the above said tender will be published in kpp-portal www.KPPP.karnataka.gov.in No separate advertisement will be published in News paper. The intending bidder shall visit the said website regularly.

If any of the dates mentioned above happens to be a general holiday, the next working day is valid

Consultants Organizational Set Up It is mandatory that the consultants provide adequate numbers of key personnel as given above and in TOR.

The KNNL reserves the right to effect minor changes in the sub criteria depending on nature and scope of each sub-project.

Weightage is given to Technical Proposal for bid evaluations 75%.Theweightage is given to Financial Proposal for bid evaluation is 25%.

Even though the tenderers meet the above criteria, they are subject to be disqualified if they have made misleading or false representations in the forms, statements and attachments submitted in proof of the qualification requirements and or record of poor performance such as abandoning the works, not properly completing the contract, inordinate delays in completion, litigation history, or financial failures etc. and participated in the previous Tender for the same work and had quoted unreasonably high tender prices and could not furnish rational justification.

Security deposit should be deposited Within 20 days of receipt of the Letter of Acceptance, the successful Tenderer shall deliver to the Employer a Security deposit for an amount equivalent to 5% of the Contract price plus additional security for unbalanced tenders in accordance with Clause 25.5 of ITT and Clause 44 of the Conditions of Contract.

The increase in GST shall not be paid in the extended period of Contract for which the Contractor alone is responsible for delay as determined by the authority while granting the extension of time.

As per GO FD 5 EXP12/2023 dated 15.05.2023, the contractor shall abide to provide e Bank Guarantee towards Security Deposits.

Debarment of tenderers: The procurement entity may debar tenderer for a period not exceeding 3 years from participation in its tenders following such procedures as may be prescribed on the ground that tenderer is engaged in corrupt or fraudulent practices in competing or executing the contract including misleading the procuring entity or any stage of procurement activity with a fraudulent intention. (KTPP Act 26A).

Royalty as per Govt. Circular No. MGD/DCB/2024-25/Bengaluru/ dated: 24.01.2025, issued by department of Mines and geology, Government of Karnataka and the subsequent government notification shall be paid by the contractor by the deduction from his bills. The schedule of royalty charges is annexed. The contractor shall produce the Material Dispatch Receipt (MDR) from department of Mines and Geology for exemption and shall be subjected to Govt Circular dated: 13.11.2024 (Annexed)

The intending bidder firm Company should have satisfactorily completed at least one single assignment as third party or PMC in any department under projects of value not less than 50percent of the amount put to tender i.e.36.37 Lakhs during the last five financial years i.e. from 2020-21 to 2024-25 The work done certificates should be obtained from the officer of the rank Executive Engineer of the concerned division and countersigned by the superintending Engineer or above cadre of same zone should be uploaded (cost of the work executed in the previous years shall be updated to 2025-26 at 10percent per annum).

The intending bidder should have achieved an average annual financial turnover of Rs 72.74 Lakhs in at least two financial years during the last 5 years reckoned back from 2025-26 For work (turnover during 2020-21 to 2024-25 only will be considered) duly updating the financial turnover at 10% per year to bring it to the price level of financial year in which the tenders are invited. Audited profit and loss statement (with year wise turnover statement) certified by a practicing Chartered Accountant with mentioned compulsory UID number along with copy of Income Tax returns filed for the two years indicated above shall be furnished. (If UID Number not mentioned treated as incomplete and rejected)
