Design, supply, erection and commissioning of Heavy duty escalator as per RDSO/PE/SPEC/TL/0095(Rev -4)-2026 .Cost Includes warranty / guarantee period and delivery of 06 nos escalators at Rajhumundry Railway station.

The Escalator manufacturer shall comply with BIS Standards and EN standards wherever applicable as per specification and The Bidder shall comply to QAP documentation as per the ISO program (Latest) being followed as per para 27.0 Quality assurance of the specification.

Technical Eligibility Criteria: The Tenderer, must have successfully completed any of the following during last 07 (seven)years, ending of month previous to the one in which tender is invited:- Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or, Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or, One similar work costing not less than the amount equal to 60% of advertised value of the tender. The similar work here shall be defined as Design, manufacture, supply, installation and commissioning of passenger Escalators/travelators with or without AMC at Railway stations or Metro stations or Airports or in any Office/Service buildings or Hospitals of Central Govt./State Govt./PSUs of Central or State Govt.

Tenderer has to upload supporting documents/certificates from the organization with whom they have satisfactorily completed the works.

The tenderer must be an original equipment manufacturer (OEM) of Escalator. The tenderer should have Electrical Contractor license & Electrical supervisor license as per IE rules 1956 clause 45 in their own name or in the name of their representative involved in execution of the work.

The Tenderer should have successfully carried out AMC Work of any capacity passenger Escalators/travelators in a completed work or in a running Contract in last 7 Years ending of month previous to the one in which tender is invited comprising either of the following: Three AMC works for atleast three years period each consisting of 30% of number of Escalators/travelators of the tender, or, Two AMC works for at least three years period each consisting of 40% of number of Escalators/travelators of the tender, or, One AMC work for at least three years period consisting of 60% of number of Escalators/travelators of the tender or total 30% of Escalator/travelator Years of the Tender at Railway stations or Metro stations or Airports or in any Office/Service buildings or Hospitals of Central Govt./State Govt./PSUs of Central or State Govt. The bidder should submit proof of successful completion of AMC in form of certificate from the organization where AMC was successfully carried out.

Financial Eligibility Criteria: The tenderer must have received contractual payments in the previous three financial years and the current financial year up to the date of opening of tender, at least 150 percent of the advertised value of the tender. The tenderers shall submit Certificates to this effect which may be an attested Certificate from the concerned department / client and/or Audited Balance Sheet duly certified by the Chartered Accountant etc. The Total Value of the Tender is Rs. 5,55,12,864/-.

The manufacturer shall furnish an undertaking regarding availability of spares for the entire expected life of the Escalator i.e. 20 years.

The manufacturer (OEM) shall furnish an undertaking that the complete Escalator installation including its components, safety devices, various types of controls etc., testing, inspection, operation & maintenance shall conform to relevant Codes, Standards, code of practices, guidelines, safety rules, inspection manual(s), rules issued by Bureau of Indian Standards and EN standards, as amended up to the last date of receipt of tenders.

In terms of Railway Board's letter No.2020/RS(G)/779/2/Pt. 1 (E3322671) dated 20.08.2024 and in keeping with the Public Procurement (Preference to Make in India) Order, 2017 as amended only Class-l local supplier and Class-II local supplier, as defined under PPO, shall be eligible to bid in this procurement. Bidders are mandatorily required to furnish a self certificate (duly specifying description of the item and certificate should be later than the tender publishing date) to the effect of their being a 'Class-l local supplier/Class-ll local supplier' (as per PPP- MII order, 2017 as amended), for the tendered item, failing which the offer will be summarily rejected. In cases, where an authorized dealer/agent participates in the tender, the self certificate shall be submitted from OEM.

Have you gone through the Instruction to tenderers and General Tender Conditions, etc., uploaded in IREPS by this Railway Having participated in the tender it will be considered that you have gone through all the conditions and the same are accepted by you.

Have you agreed to supply the tendered stores at the rates quoted by you in accordance with the IRS conditions of contract and in accordance with special and other conditions specified / attached with the tender.

Have you ensured that while quoting the rates, you have clearly indicated the rate of applicable duties and taxes included in the prices quoted by you.Any variation in tax structure/rate due to introduction of ST, shall be dealt with under Statutory Variation Clause

Have you ensured that you are GST compliant and your quoted tax structure / rates are as per GST Law.

Have you ensured that you have not quoted/uploaded any commercial /technical deviations/financial term in place other than specified in the tender enquiry as the same will not be considered and will be ignored. Any contract placed after ignoring such financial / commercial terms at the place other than the specified in tender enquiry will be binding on you.

WARRANTY : The warranty will be applicable as per Clause No. 22 of RDSO Specification & Clause No. 20 of Schedule of Requirements. The warranty period shall be 24 months from the date of successful commissioning and acceptance of the escalators.

The Inter-se position of offers would be determined consignee-wise based on the sum of cost of the equipment, the cost towards CAMC for 10 years ( duly taking discounting factor, as per tender document) after a free warranty period of 2 years. The firm should quote the rates in respective columns for all the items failing which the offers will be summarily rejected.

Each tenderer should clearly specify essential technical and commercial parameters in a transparent manner. No deviation to such Essential Technical & Commercial conditions shall be permitted to the vendors in the electronic bid form. Offers with deviations in respect of any condition for responsiveness of offer shall be declared as Ineligible for award of contract.

Payment of EMD is mandatory except for exemption categories as mentioned in the Instructions to Tenderers. Payment of EMD is also mandatory where the firm has been disqualified from exemption from submission of EMD/SD, for all tenders for procurement of goods issued by any unit of Indian Railway, due to withdrawal or modification of bids during the period of validity, or if being called upon to submit the performance security/Security Deposit, fail to submit the performance security/Security Deposit before the deadline defined in the request for bid document /Notice Inviting Tender as per extant instructions. All vendors exempted from submitting EMD as per Para 13.1 shall submit " Bid securing Declaration (Annexure A) of Instructions to Tenderers.

Security deposit (SD) Performance Security for stores contracts will be applicable as under: a) The security deposit amount for the tender shall be 5% of the value of contract subject to ceiling limit of Rs.50 Lakhs for the contract valuing up to Rs.50 Crores and Rs.1 Crore for contract valuing above Rs.50 Crores. b) There shall be no exemption from submission of security deposit (SD) for any tender or by any tenderer except exemptions as per Para 14.2 of instructions to tenderer attached with this tender. c) In case of failure by contractor to meet deliveries for any lot. Railways may cancel the contract for defaulted part by forfeiting SD commensurate to that lot. d) Where ever SD has been exempted, for any reason, and the supplier fails to supply goods as per conditions of contract, as amended from time to time. Purchaser shall have right to levy damages from the supplier for failing to comply with the contractual conditions, not by way of penalty, an amount equal to SD amount, as would have been applicable if the contract was with a non-exempted vendor. These damages shall be treated as recoveries outstanding against the vendor and dealt with accordingly.

Packing to be done as per specification

Marking as per Governing specification, if not specified therein then, Firms have to supply the material duly embossing/engraving/stenciling the name of manufacturer/supplier and year of manufacture at place which is preferably visible and shall not get worn out during service. If none of the above is possible the same to be marked on packing

Tenderer to note that the consignee may consists of more than one consignee at that location. The stores to be delivered to each of them directly. The complete address and quantities to be delivered to each of the consignee in that location will be given in the Purchase Order. Railways reserves the right for change of locations, however change of location may be made by Railways for locations as per site conditions. Any change of location shall be intimated to the Contractor sufficiently in advance and before the approval of GAD.

Loading and unloading of the machine with good packing condition should be done by supplier at consignees location.

The bidder agrees to supply the tendered stores at the rates quoted by him in accordance with the IRS Conditions of Contract and [or] Special Conditions and [or] other Conditions specified/attached with the tender.

The Rate for Comprehensive Annual Maintenance Contract for a period of 10 years after completion of Warranty period of two years to be quoted separately apart from Rate of Escalator.

Note: Cost of the escalators varies depending on the vertical height (FOB height), required to suit the site conditions, as stipulated in Clause No. 1 of the Schedule of Requirements.
