Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The intending bidders are advised to visit the site of work before submission of the tenders.

The necessary certificates / documents in support of eligibility criteria fulfilled as stipulated shall be scanned and attached to e-tender document. The Original certificates/documents shall be produced on or before stipulated date and time for verification. Scanned signature of the bidder/authorized representative of the bidder shall be attached while uploading bid document.

If any of the dates mentioned above happen to be a general holiday, the next working day holds good.

The financial bid will be opened subjected to the conditions that Electronic EMD payment is confirmed in the E-tender portal

Conditional tenders are liable to be rejected. The officer competent to accept the tender shall have the right to reject any or all the tenders without assigning any reason whatsoever.

Corrigendum will be published in web site for all modifications/corrections if any.

The contractor should mention their recent correct postal address and e-mail address in the declaration form.

Incomplete tender documents will be rejected.

The contractors shall send the authorization letter for their representatives duly attesting their signature.

Tenders will be opened on the due date in presence of the contractor or their Authorized representatives.

The payment of bills of this work will be made as and when the letter of credit is received under the same head of account from KNNL/Government of Karnataka

The contractors should adhere to the accepted action plan submitted by him under any circumstances without linking to the pending bill payment of the work.

Tendering by the joint venture will not be allowed.

The tender processing charges paid by the bidders are not refundable even if the tenders are cancelled.

Sub leasing of work in any form is prohibited

The validity period of EMD shall be for a minimum period of 180 days from the date of opening of the tenders.

EMD of the unsuccessful bidders will be refunded only after the acceptance of tenders by the competent authority (clause 21 of the Formal Tender Notice).

EMD amount and Amount put to tender will be as mentioned in the e portal.

Office will provide the monthly attendance details of deployed manpower to prepare a bill by contractor

On the basis of bill, contractor shall pay the wages, ESI and EPF to each employee

Pay-slip shall be provided to deployed manpower and pay statement shall be submitted to the Office every month.

If the Price quoted by contractor for the Manpower works is below the DSR rates / Minimum wages including EPF, ESI and Other Taxes, such tenderer will be rejected

As the Manpower Works Percentage Commercial Bid type, so the Price quoted by contractor should be in Percentage value.

The invoices of GST bill paid, ESI, EPF previously paid should be enclosed with pay bill.

The monthly bills should be submitted in the GST invoice submitted to the Registered Office, Bangalore.

The persons employed through the agency are not permanent Government employees, hence their service may be dismissed any time.

The agency for any reason should not give less salary than that stipulated by the WRD/ Labor Dept./ PWD Dept. for Man Power Works, if PRICE agency quoted below the minimum wages, then the tender will not be accepted.

A copy of security persons Physical fitness certificate issued by Director of BRIMS at time of agreement

The percentage/price quoted for the service charge for tendering services shall be equal to or can be above minimum wages. Service charges shall not be negative .Negative tenders will be strictly rejected.

If there are more than one number of L1 bidders then the bidders selection will be done by lottery process at division office level and the decision of the tender inviting authority is final in this regard

If the bidder quotes negative Denomination (- ) the bid is liable for rejection and Bidder should not quote minus(-).

The successful bidder shall provide security deposit the form of including e bank guarantee insurance surety bonds issued by insurance regulatory and development authorized of India, shall be inserted as per government order circular finance department 944 exp 12 2024 dated 03.04.2025 the EMD will be return after agreement The Security Deposit will be returned after the final payment of the work.
