You cannot submit a single bid on any government eProcurement portal without a Digital Signature Certificate (DSC). It's the electronic equivalent of a handwritten signature, and every portal — eProcure, GeM, IREPS, state portals — requires one.
DSC Classes: Which One Do You Need?
DSCs come in different classes based on the level of identity verification.
- Class 3 DSC— required for all government eProcurement. This is what you need for bidding on CPPP, state portals, and eProcure. It involves in-person or video verification.
- Class 2 DSC— used to be common but is being phased out. Some older state portals still accept it, but Class 3 is the safe bet.
For signing and encryption (required on most portals), you need a DSC with both signing and encryption certificates. When ordering, select the combo option.
Where to Get a DSC
DSCs are issued by Certifying Authorities (CAs) licensed by the Controller of Certifying Authorities (CCA) under the IT Act. Major providers:
- eMudhra — largest CA in India, fast issuance
- Sify / SafeScrypt — widely accepted
- nCode Solutions — popular in Gujarat and western India
- Capricorn Identity Services — another established CA
- (n)Code, CDAC — government-backed options
Cost and Validity
A Class 3 signing + encryption DSC typically costs between ₹800 and ₹2,500, depending on the CA, validity period, and whether it's on a USB token or file-based.
- 1-year validity — ₹800–1,200
- 2-year validity — ₹1,200–1,800
- 3-year validity — ₹1,500–2,500
Get the longest validity you can afford. Renewing a DSC mid-tender is a hassle — if your DSC expires before bid opening, your bid becomes invalid.
The Application Process
- Choose a CA and fill in the online application form
- Upload identity proof (PAN, Aadhaar), address proof, and a passport photo
- Complete video verification (most CAs now do this instead of in-person visits)
- Pay the fee online
- Receive the DSC on a USB token (shipped) or as a PFX file (downloaded)
Turnaround is usually 1–3 business days. Some CAs offer same-day issuance at a premium.
Setting Up Your DSC on eProcure Portals
Most portals require you to register your DSC during vendor enrollment. The portal reads the certificate from your USB token via a browser plugin (Java-based on older portals, or a dedicated signer utility on newer ones).
- Install the portal's signer utility before attempting to register
- Use Windows + Chrome/Edge for maximum compatibility — some portals don't support Mac or Linux
- Keep your USB token plugged in during the entire bid submission process
- The DSC must be in the name of the authorized signatory of the firm, not a random employee
Renewal
CAs send renewal reminders 30 days before expiry. Renew early — a lapsed DSC means you cannot submit bids until the new one is issued. Some vendors keep a backup DSC from a second CA to avoid downtime.
