TNTENDERS Guide: How to Bid on Tamil Nadu Government Tenders

Tamil Nadu runs one of India's most organized state eProcurement systems through TNTENDERS (tntenders.gov.in). The state's annual infrastructure spending — highways, water supply, industrial parks — puts it consistently in the top 5 states by tender volume.

Key Departments

• Highways & Minor Ports — state highways, bridges, flyovers. One of the most active departments.
• PWD (Buildings) — government buildings, hostels, community halls
• TWAD Board — Tamil Nadu Water Supply and Drainage Board. Major Jal Jeevan Mission implementer.
• TNEB / TANGEDCO — power generation, transmission, distribution
• SIPCOT — State Industries Promotion Corporation, industrial parks
• CMDA / CMRL — Chennai Metro Rail and metropolitan development
• Municipal Administration — city corporation tenders across the state

Registration

1. Visit tntenders.gov.in and select “Bidder Enrollment”
2. The portal runs on the NIC eProcure framework — if you're already registered on CPPP, the process is familiar
3. Register your Class 3 DSC (signing + encryption)
4. Fill in organization details and upload PAN, GST, company registration
5. Account activation is immediate after DSC verification

Bidding Process

• Standard two-cover system — Cover 1 (technical) and Cover 2 (financial), each signed with DSC
• Tender fee — paid online through the portal. Ranges from ₹500 to ₹10,000 based on tender value.
• EMD — online payment via net banking/NEFT. Some high-value tenders still require physical BG.
• BoQ — NIC format Excel file. Download, fill rates, re-upload. Don't modify the template structure.

Tamil Nadu-Specific Notes

• TNMSC model — Tamil Nadu Medical Services Corporation runs a centralized drug and medical equipment procurement system that's been replicated by other states. Rate contracts for pharmaceuticals and medical devices.
• Contractor classification — TN PWD classifies contractors into Special, Class I, II, III, IV based on financial capability. Higher classes can bid on larger works.
• SoR-based pricing — many works tenders use Tamil Nadu's Schedule of Rates as the basis. Bid as a percentage above or below SoR.
• TIDCO industrial projects — TIDCO floats tenders for mega industrial projects, defence corridors, and manufacturing hubs.
