State Public Works Departments are among the largest spenders in government procurement. PWD tenders — roads, buildings, bridges, drainage — run into thousands of crores annually per state. But each state runs its own eProcurement portal with different interfaces, registration processes, and quirks.

Registration

Some portals use NIC's standard registration (same as CPPP), while others like Maharashtra and Gujarat run proprietary systems. You may need separate registrations for each state you want to bid in.

DSC Requirements

All require Class 3 DSC, but the signer utilities differ. Maharashtra uses a Java-based plugin, Karnataka uses a standalone signer app, and NIC-hosted portals share a common signer component. Install the state-specific utility before attempting to bid.

EMD Payment

Online EMD payment is available on most portals now, but some still require physical bank guarantees delivered to the department office. Check the tender document carefully.

Contractor Registration

Most state PWDs have their own contractor registration system, separate from eProcurement registration. You need:

• Class-based registration — states classify contractors by financial capacity (Class A, B, C, D). Higher class = larger tenders.
• Annual renewal — registration must be renewed yearly with updated financial statements.
• State-specific requirements — some states require a local office or state-level GST registration.

• Start with 2–3 states where you have an existing presence or logistical advantage
• Get contractor registration in each state — this is a prerequisite for works tenders
• Maintain separate DSC setups for portals with incompatible signer utilities
• Track corrigendums across all portals — each has its own notification system (or lack thereof)
