The Central Public Procurement Portal at eprocure.gov.inhandles more government tenders than any other single platform in India. Every central ministry, most central PSUs, and several autonomous bodies publish their tenders here. If you're not registered on eProcure, you're invisible to the biggest buyer in the country.
Who Uses eProcure?
- Central ministries — Defence, Railways (partially), Health, Education, Urban Development
- Central PSUs — NTPC, BHEL, PGCIL, SAIL, Coal India subsidiaries
- Autonomous bodies — AIIMS, IITs, CSIR labs, DRDO establishments
- Constitutional bodies — Election Commission, CAG office
State government tenders are generally on their own portals, not on CPPP. But many centrally-funded state projects (PM Gati Shakti, Jal Jeevan Mission) show up here.
Registration Process
- Visit eprocure.gov.in and click “Bidder Enrolment”
- Fill in organization details — name, type, PAN, address
- Register your Class 3 DSC — the portal reads the certificate from your USB token via its signer utility
- Upload supporting documents — PAN, GST, registration certificate
- Complete email and mobile verification
- Your account is active immediately after DSC registration
Finding Tenders
The search interface on eProcure is functional but not user-friendly. You can search by:
- Organization name — e.g., “AIIMS” or “CPWD”
- Tender ID — if you know the specific number
- Product category — broad categories like “Works”, “Goods”, “Services”
- Date range — filter by publication or closing date
The portal doesn't support keyword search within tender descriptions. This is one reason aggregators like Tenderkart exist — they index the actual content of tender documents for better searchability.
Bid Submission Flow
- Download tender documents — NIT, BoQ, drawings, annexures. Sometimes requires a tender fee payment first.
- Prepare your bid offline — fill the BoQ Excel sheet, compile technical documents, arrange EMD.
- Upload technical bid — PDF documents, signed and encrypted with your DSC.
- Upload financial bid — the BoQ Excel, signed with DSC. Do not modify the Excel format.
- Pay EMD online — through the portal's payment gateway (NEFT/RTGS also accepted for some tenders).
- Submit — click final submit before the deadline. You get a confirmation with timestamp.
Common Errors on eProcure
- Signer utility not installed — download and install the eProcure signer utility before bid day. It doesn't work on all browsers.
- Java version conflicts — some older portals need specific Java versions. Keep both 32-bit and 64-bit installed.
- File size limits — individual file uploads are typically capped at 10 MB. Compress large PDFs.
- BoQ format changed — if you open the BoQ in LibreOffice instead of Excel, formulas may break. Use Microsoft Excel.
- DSC expired mid-bid — if your DSC expires between starting and submitting the bid, the submission fails. Check DSC validity before starting.
