A missing document is the fastest way to get your government tender bid rejected. Technical merits don't matter if the evaluation committee finds your compliance checklist incomplete. Here's what you need, organized by priority.
Always Required
- Digital Signature Certificate (DSC) — Class 3, with signing and encryption. Without this, you cannot even upload a bid on any eProcure portal.
- PAN Card — of the bidding entity (not the proprietor's personal PAN, unless sole proprietorship).
- GST Registration Certificate — active GSTIN with return filings up to date. Some tenders verify GST compliance status.
- EMD Instrument — bank guarantee, FDR, demand draft, or online payment receipt. MSMEs with Udyam registration are exempt.
- Tender Fee Receipt — proof of payment for the tender document, where applicable.
- Company Registration — certificate of incorporation (company), partnership deed (firm), Udyam certificate (MSME), or shop establishment license (proprietorship).
For Pre-Qualification
- Audited Financial Statements — balance sheet and P&L for the last 3 years. CA-certified. This proves your turnover meets PQ thresholds.
- Income Tax Returns (ITR) — filed ITRs for the last 3 assessment years.
- Work Experience Certificates — completion certificates or work orders from past clients showing similar work. Government clients' certificates carry more weight.
- Solvency Certificate — from your bank, usually required for works tenders above ₹1 crore.
- No Blacklisting Declaration — self-declaration on company letterhead that you're not blacklisted by any central or state government department.
Sometimes Required
- MSME/Udyam Registration — for claiming EMD exemption and purchase preference.
- BIS/ISI Certification — for products with mandatory quality standards.
- ISO Certification — ISO 9001 is commonly asked for services tenders.
- Manufacturer Authorization — if you're a reseller, an authorization letter from the OEM.
- Power of Attorney — if someone other than the authorized signatory is signing the bid.
- Joint Venture Agreement — for consortium bids, a notarized MoU or JV agreement.
- EPF/ESI Registration — required for manpower/service contracts.
Document Preparation Tips
- Keep a “bid-ready” folder — maintain scanned copies of all standard documents in one place. Update after every financial year.
- Self-attest everything — most tenders require documents to be self-attested. Stamp and sign each page.
- Check file size limits — eProcure portals often limit uploads to 5–10 MB per file. Compress PDFs accordingly.
- Match names exactly — the entity name on PAN, GST, bank account, and bid documents must be identical. “Pvt” vs “Private” mismatches cause rejections.
- Get experience certificates proactively — request completion certificates from every client upon project handover. Getting them years later is painful.
