Pre-qualification (PQ) criteria are the first filter in government tender evaluation. Fail to meet even one PQ requirement and your bid goes straight to the rejection pile — no matter how competitive your price. Understanding PQ patterns across tender types helps you target the right opportunities and build credentials strategically.
Standard PQ Categories
- Financial capacity — minimum annual turnover (typically 100–300% of estimated tender value), positive net worth, no pending insolvency
- Technical experience — completion of similar works/supplies in the last 3–7 years. Usually one work of 80% value or two works of 50% value each.
- Registration/licensing — contractor registration with relevant department (PWD, CPWD, MES), trade licences, FSSAI, drug licences, etc.
- Equipment ownership — for works tenders, proof of owning or having access to key equipment listed in the tender
- Personnel qualification — qualified engineers, project managers, specialists with relevant degrees and experience
- Certifications — ISO 9001, ISO 14001, ISO 45001, BIS, NABL, STQC depending on sector
How PQ Varies by Tender Type
- Works (construction) — most demanding. Turnover, similar experience, equipment, personnel, and contractor registration all required.
- Goods (supply) — moderate. Turnover, manufacturing capability or authorised dealership, BIS/quality marks.
- Services (consultancy) — personnel-heavy. Key experts' qualifications and experience weigh more than firm turnover.
- GeM purchases — lightest. Basic registration, GST, and product listing. No PQ for direct purchase under ₹25,000.
Building PQ Credentials
- Start small — win contracts at your current capacity level. Each completion certificate builds your PQ for the next tier.
- Get completion certificates properly — insist on government-format completion certificates with contract value, scope, and period clearly stated. Vague certificates don't count.
- Maintain audited financials — unaudited balance sheets are not accepted. File ITR and get CA-audited statements annually.
- Obtain certifications proactively — ISO 9001, relevant BIS marks, and sector-specific certifications take 2–4 months. Don't wait until you find a tender that needs them.
- Register with key departments — PWD, CPWD, MES, railways. Each has its own enlistment system with validity periods.
Red Flags in PQ Requirements
- Unreasonably high turnover requirement relative to tender value — may indicate tender is tailored for a specific firm
- Very specific brand/model names in specifications — restrictive specifications limit competition
- Short bid submission deadline (less than 21 days) — may not allow adequate preparation time
- PQ requirements that don't match the work type — e.g., demanding building construction experience for a road project
